Dien Bien develops education in ethnic minority areas with national program resources

Strengthening facilities and expanding school network

Implementing the National Target Program (NTP) for socio -economic development in ethnic minority and mountainous areas for the 2021-2025 period, Dien Bien province has prioritized large resources for the education and sector training. Project 5 in the program is identified as an important driving force to help improve people's knowledge, improve the quality of human resources and sustainably reduce poverty.

The total capital allocated for Project 5 is VND 775,269 billion, of which development investment capital is VND 543,487 billion and public service capital is VND 231,782 billion. As of April 2025, the locality has disbursed more than VND 609 billion, reaching 78.62% of the assigned capital plan.

In sub-project 1, innovating the operation, strengthening the development of ethnic boarding schools (PTDTNT), ethnic semi-boarding schools (PTDTBT), schools with semi-boarding students and eliminating illiteracy, Dien Bien province has invested in facilities and equipment for 68 ethnic boarding and semi-boarding schools. At the same time, purchasing minimum teaching equipment for 117 primary schools, 83 secondary schools, 18 ethnic boarding schools and 21 high schools with semi-boarding students. Equipment for digital transformation is also provided to 51 primary schools, 48 ​​secondary schools and 26 high schools.

With this support, the learning conditions of students in the highlands have been significantly improved. Many temporary schools have been replaced with spacious and safe facilities, gradually narrowing the gap in access toeducation between regions.

Eliminating illiteracy and teaching ethnic languages

In addition to investing in infrastructure, sub-project 1 also focuses on improving the quality of teachers, managers and universalizing education. In the recent period, Dien Bien province has organized 227 professional training courses for teachers at all levels and 78 capacity building courses for managers of ethnic boarding schools.

The work of eliminating illiteracy was vigorously implemented, with 141 classes organized for 3,328 people in remote areas, where the rate of illiteracy is still high, especially among elderly women. At the same time, 44 ethnic knowledge training classes with more than 2,300 students and 150 ethnic language classes for 7,307 people were organized, contributing to preserving the language, ethnic cultural identity and increasing the effectiveness of communication in the classroom.

This result shows that the Program has had far-reaching impacts on students, teachers and communities, not only improving access to education but also raising social awareness and strengthening indigenous cultural foundations.

Connecting education with vocational training and the labor market

Sub-project 3 under Project 5 was implemented to support ethnic minority students and youth to connect with the labor market. The province organized 35 career counseling and orientation sessions for more than 7,000 high school and ethnic minority boarding high school students. In addition, there were 143 mobile job fairs attracting 9,305 workers to participate.

In total, more than 42,000 workers have been employed, of which 75 to 78% are ethnic minorities. In particular, 124 workers have been supported to work abroad under contracts. The organization of job fairs, career counseling days, skills training courses, communication about career opportunities, etc. has created a change in awareness and improved the self-reliance of highland youth.

However, some difficulties still exist such as low support levels for workers working abroad (10-15 million VND/person), and cumbersome procedures that cause the capital disbursement rate to be low.

Fostering ethnic knowledge and improving implementation capacity

Sub-project 2 and sub-project 4 focus on training high-quality human resources for ethnic minority areas and improving the capacity of officers implementing the Program. In particular, the province has opened 44 ethnic knowledge training classes for more than 2,300 people and 150 ethnic language classes with more than 7,300 participants.

In sub-project 4, 83 training courses were organized with more than 4,300 trainees who are commune and district officials directly implementing the National Target Program. In parallel, 93 training courses for more than 4,400 trainees who are people in the community were also opened, helping to raise awareness, skills in organizing activities, monitoring and coordinating the implementation of program contents.

In addition, the locality also organized 4 delegations to study and exchange experiences in implementing the program in other provinces with over 240 participants. These activities have significantly contributed to improving the initiative, flexibility and effectiveness in organizing and implementing educational policies in ethnic minority areas.

Positive impact and sustainable direction

From the results perspective, the educational targets of Dien Bien province have so far exceeded the national target: the rate of 5-year-old kindergarten students attending school reached 99.9%; primary school 99.9%; secondary school 98.19% and high school 72.12%.

The National Target Program has contributed to the formation of a reasonable school network, improved teaching and learning quality, and a significant reduction in the dropout rate. In particular, the combination of investment in facilities, staff training, and connection with employment has created a comprehensive educational model, linked to socio-economic development.

Although there are still many difficulties in terms of terrain, customs, educational level and counterpart funds, the results achieved are an important premise for Dien Bien to continue improving the quality of education for ethnic minority areas, aiming at the goal of sustainable development, poverty reduction and ensuring social security in the following years.
