On October 26, the Criminal Police Department of Can Tho City Police issued an emergency arrest warrant for Huynh Tan Duy (37 years old, residing in Vinh Long, temporarily residing in Can Tho City) to investigate the act of "murder".
According to the investigation, Huynh Tan Duy had a conflict with the family members of Ms. Ng.Th.A.Ng. (living in the same alley 206 Tran Phu, Cai Khe Ward, Ninh Kieu District, Can Tho City) in daily life. Stemming from this conflict, at 0:00 on October 25, Duy took 1 liter of gasoline, 1 lighter, 1 plastic jug, and a piece of steel wire to the front gate of Ms. Ng's house. Then, Duy used the rope to tie Ms. Ng's fence to the main door of Mr. H.D.N.'s house next door. Next, Duy poured gasoline into a plastic jug, splashed it on the window area of Ms. Ng's house, then lit a lighter to burn it, but it did not burn. Duy went home to get a blowtorch and a mini gas tank, returned and continued to splash gasoline on Ms. Ng's house, then lit the blowtorch to light a fire in Ms. Ng's house.

At this time, Mr. Ng.VD (a neighbor) discovered the incident and shouted, but Duy threw gasoline on Mr. D's house, causing a fire. Mr. D could not run out.
Discovering the fire, the people in Mrs. Ng's house could not run out the main door, could not run out the back door (because the back door was locked from the outside), so they ran upstairs, climbed out the window and jumped to the ground. As a result, Mrs. Ng suffered a broken leg and spinal injury, the rest of the people were not injured.
Many people's motorbikes were damaged by Duy's arson.
Upon receiving the news, Ninh Kieu District Police and Can Tho City Fire Prevention and Fighting Police Department immediately arrived at the scene to extinguish the fire and subdue Duy. At the police station, Duy admitted his crime. The arson is estimated to have caused property damage of about 150 million VND.
