In Hanoi city, 5 Regional Defense Commands were established to meet operational requirements according to the new administrative boundaries.
Streamlined but still ensures combat readiness requirements
On July 1, 2025, the Law amending and supplementing a number of articles of 11 laws related to military and national defense officially took effect. The Law focuses on adjusting regulations to suit the 2-level local government organization model. Including amending Clause 1, Article 9 of the Law on National Defense on defense zones, stipulating: Defense zones are components of military zone defense, including political , spiritual, economic, cultural, social, scientific, technological, military, security, and foreign affairs activities; organized according to provincial-level areas and special administrative-economic units, taking regional defense construction and commune-level construction as the foundation for local protection...
In response to the requirements of the new administrative organization model, the Ministry of National Defense has established 145 regional defense commands in 34 provinces and cities, after dissolving district-level military commands.
At the conference to review the Party and political work in the first 6 months of 2025, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army Trinh Van Quyet emphasized: The establishment of the Regional Defense Command with the spirit of "doing well in peacetime but must take into account when situations arise" is both consistent with the policy of streamlining and ensuring the requirements of combat readiness, protecting the area, maintaining the role of staff and command when there are defense and security situations; ensuring the connection between the provincial and communal levels in organizing forces and performing defense tasks.
According to local Party leaders, the establishment of the Regional Defense Command is a strategic step, contributing to maintaining a solid national defense posture, without interrupting the leadership and direction of military and defense work in the locality; in line with the new administrative organization and the requirements of protecting the Fatherland in the current period.
In Hanoi, at the end of June 2025, the Hanoi Capital Command announced the decision to establish 5 Regional Defense Commands, including: Regional Defense 1 - Soc Son; Regional Defense 2 - Phuc Tho; Regional Defense 3 - Hong Ha; Regional Defense 4 - Gia Lam; Regional Defense 5 - Thanh Oai. On the afternoon of June 30, the Party Committee of the Hanoi Capital Command also announced the decision to establish 5 corresponding Regional Defense Command Party Committees, in order to soon put the units into stable operation.
Colonel Luu Nam Tien, Political Commissar of the Hanoi Capital Command, said that immediately after establishing the above units, the Party Committee of the Capital Command directed the Party Committees of the Regional Defense Commands to focus on receiving party members, with strict and correct records; perfecting the organization and staff; establishing subordinate party cells; appointing the Executive Committee, Secretary, and Deputy Secretary in accordance with the Party Charter; and at the same time perfecting the organization of mass organizations.
Continue to promote combined strength
Recently, Working Group No. 4 of the Ministry of National Defense inspected the implementation of military and defense tasks and the reorganization of local military agencies at the Hanoi Capital Command. The working group highly appreciated the "lean, compact, strong" organizational model, suitable for the requirements of the tasks in the new situation of the capital's armed forces. Propaganda and education work during the transformation process was effectively implemented. At the same time, the group also proposed plans for arranging and using cadres, resolving reasonable regimes and policies.
Promoting the achieved results, in the coming time, the Party Committee and the Hanoi Capital Command will continue to strictly maintain combat readiness at all levels, closely coordinate with functional forces to maintain political security and social order and safety in the area. Party committees of units will promote Party work, political work, forecast and promptly resolve ideological situations, and effectively implement policies for cadres and employees.
Notably, the Party Committee of the Capital Command has directed the Party Committees of the Regional Defense Commands to promote a sense of responsibility, build a exemplary clean and strong Party Committee; uphold the principles of Party organization and operation; build a contingent of cadres and Party members with steadfast and firm political qualities; proactively grasp and resolve work according to assigned responsibilities and tasks; strengthen military-civilian solidarity, promote the combined strength to build a strong national defense.
Lieutenant Colonel Nguyen Ba Chien, Political Commissar of the Defense Command of Region 3 - Hong Ha shared that on July 10, the unit will organize the Party Congress of the Defense Command of the region in accordance with regulations. During the operation, the unit has organized timely experience sharing, especially in handling difficulties and problems. Proposed adjustments and supplements are being considered by the competent authorities to ensure unified and effective operations.
