Strong digital transformation, elevating grassroots government

Identifying digital transformation as an important solution to promote effective operation of the two-level government, An Giang province (formerly Kien Giang) has basically completed the arrangement of equipment, ensuring adequate infrastructure and operating personnel at the Public Administration Service Center at the provincial, commune, ward and special zone levels.

To date, the province has completed the deployment of a dedicated data transmission line to the People's Committees and Party Committees of communes, wards, and special zones; and set up and operated 204 online video conferencing points. According to Director of the Department of Science and Technology Vo Minh Trung, in order to operate the government apparatus synchronously and smoothly, the province has deployed an electronic office system following the 2-level local government model, ensuring connection and communication in document processing and direction between the provincial and commune levels. Along with that, the province has integrated artificial intelligence (AI) into the electronic office system to help improve work processing efficiency, reduce manual operation time, and support officials in synthesizing reports.

The integration of 25 full-process online public services according to the Government Office 's guidelines on the National Public Service Portal is guaranteed. The Provincial Party Committee and Provincial People's Committee have advocated building a process to collect digital signatures from citizens to facilitate people in conducting electronic transactions and promote the development of digital government.

In recent years, the province has promoted synchronous transformation on three pillars: digital government, digital economy , and digital society. The province has focused on completing the information technology infrastructure to build a solid technology foundation and create favorable conditions for digital transformation. To date, the province has deployed 12 digital platforms, reaching 80%; the provincial data integration center operates stably, ensuring information security, and is preparing to upgrade towards a cloud computing platform. The electronic office software system operates effectively at 771 agencies with 7,736 accounts and 3,845 users on mobile devices. In the first quarter of 2025, the electronic office software system processed 213,883 incoming documents and issued 75,393 outgoing documents, the rate of digitally signed documents was 86.7%, an increase of 4% compared to 2024. The rate of online public service usage by people and businesses reached over 74%; the rate of digitization of records and results of administrative procedure settlement (TTHC) reached over 81%.

Digital infrastructure has been invested in, with mobile broadband access speed of 65.3 Mbps and fixed broadband access speed of 97.3%. The provincial data integration and sharing platform operates stably, connecting with databases to the national data integration and sharing platform, supporting the effective reception and resolution of administrative procedures. The province's official email system operates stably and effectively with over 5,000 accounts of officials and civil servants in state agencies.

Aiming at the goal of comprehensive, extensive, substantial and effective digital transformation, the Provincial Party Standing Committee advocates perfecting the functions, tasks, organizational structure, and personnel in science, technology, and digital transformation in the current period, after the province's merger. The Provincial People's Committee directs functional agencies to review and develop priority mechanisms to attract digital transformation human resources for cadres, civil servants, and public employees in the province to better serve the people and businesses.

According to records from communes, wards, and special economic zones after mergers and establishment, the application of information technology and digital transformation in operations has been focused on by most localities. Digital transformation contributes to changing the performance of professional tasks of officials and civil servants in a more professional, modern, and scientific direction. Most officials and civil servants are equipped with computers and printers for work, and all administrative procedures are integrated with the province's National Public Service Portal.

According to the Chairman of the People's Committee of Go Quao Commune, Trang Hong Nghia, after the merger, Go Quao Commune continues to focus on investing, perfecting facilities, technical infrastructure, and modernizing equipment systems to serve digital transformation in all activities. The deployment of online public services to serve people and businesses has been directed by the People's Committee of the Commune. The commune's officials and civil servants have promoted their spirit and responsibility, and skillfully applied information technology to perform their tasks and resolve administrative procedures in the electronic environment, contributing to the development of digital government and improving the quality of service to people and businesses.
