The infrastructure and warehouse project of the Bac Giang City International Logistics Center is invested by Bac Giang International Logistics Limited Company. The investment scale includes: Warehouse services for storing goods for more than 700,000 trips/year; rest stop business for 100,000 trips/year; payment, import-export and customs services for 80,000 trips/year.
The total investment of the project is over 4,194 billion VND; land use area is 66.69 hectares. The operation period is 50 years from the date of issuance of the investment certificate. According to the plan, the enterprise will put the entire project into operation in February 2027.
Up to now, the project has been changed the land use purpose and leased land in 2 phases by the Provincial People's Committee. The investor is proposing to change the land use purpose and lease land in the 3rd phase.
In this project, there are still 2,947 m2 of uncleared land due to problems with a household whose land is on the road to Song Khe commune cemetery (now in Tien Phong ward). Currently, the Company is carrying out procedures to adjust the investment project (adjust the boundary), adjusting the detailed planning without taking into account this boundary.
Regarding construction progress, the Company has completed the construction of asphalt concrete pavement and completed the sidewalks, planted trees on traffic routes; completed the construction of warehouse lot PP2; is in progress of constructing warehouse lot KN4, reaching 80% of the volume; warehouse KN3, reaching 40% of the volume; warehouse KN 2, reaching 10% of the volume.
According to the plan, by December 2025, land and construction procedures will be completed and construction of project items according to the approved detailed planning including: Expressway rest stop area; goods distribution area; large warehouse; medium and small warehouse; outdoor warehouse, parking area.
From January 2026 to January 2027, the remaining project items will be constructed, including: Central management area; commercial service area, trade promotion exhibition area; hotel area; housing area for experts and officials; goods distribution area; small and medium warehouse; large warehouse. It is expected that in February 2027, the investor will officially put the entire project into operation.
Reporting at the meeting, the investor representative stated that the project has not yet been allocated land for the third phase, and requested to be allocated land early to carry out the items according to plan. At the same time, the province requested the enterprise to invest in the frontage road in front of the project to enhance traffic connectivity; adjust the detailed construction planning at a scale of 1/500 so that some construction items can be optimized.
The company recommends that the Provincial People's Committee and the Ministry of Construction have a plan to connect the railway from Kep station to the infrastructure project and warehouse of the Bac Giang City International Logistics Center to optimize multimodal transport, promote trade activities, and facilitate export production enterprises, agricultural export enterprises, and logistics service enterprises.
The project has not yet constructed the connecting route between the expressway and the rest stop because the Hanoi - Bac Giang BOT Joint Stock Company has not yet coordinated to hand over the site.

According to the report of the competent authority, the project to build a new section of Xuong Giang bridge, invested by the Railway Project Management Board (Ministry of Construction), is part of the project to upgrade and expand a number of bridges and tunnels on National Highway 1 in several provinces. The total investment cost is more than 170 billion VND from the state budget.
The project has a total length of nearly 1 km, of which the bridge is more than 301 m long, the rest is the approach road; the starting point is at Km117+440 in Bac Giang ward, the end point is about Km118+400 in Tien Phong ward.
The bridge is 16.5 m wide, with 3 lanes for motor vehicles; the road section at both ends of the bridge has a 33 m wide base, including 4 lanes for motor vehicles. Up to this point, the contractor has constructed all bored piles, some piers, bridge abutments... The project has completed 30% of the work volume, the contractor is currently continuing to construct the bridge base, body, abutments, and the road section on the Tien Phong ward side, striving to open to technical traffic before December this year as planned.
Here, the investor's representative reported a number of difficulties affecting the construction progress of the project. These include fluctuating construction material prices, scarce supply, especially yellow sand and land for leveling. The relocation of technical infrastructure such as: electric wires, telecommunication cables... on the project's land, which is expected to be handed over at the end of the third quarter of 2025, affects the construction of bridge abutments M1 and bridge abutments M2.
After inspecting the actual site and listening to the reports of the project investors, comrade Vuong Quoc Tuan acknowledged and praised the results that the two investors had strived to achieve. He affirmed that the Bac Ninh provincial government always takes enterprises as the center of service, is ready to listen, and promptly resolve difficulties and obstacles for investors during the project implementation process.

He requested the two investors to focus on overcoming difficulties, mobilizing resources, human resources, and machinery to speed up construction progress of items to ensure progress and soon bring about effectiveness in practice.
He proposed that Bac Giang International Logistics Limited Company build a Logistics Center that ensures model standards on a regional scale, promoting the development of the semiconductor industrial ecosystem.
To support enterprises in speeding up the construction progress of items, he assigned the Department of Agriculture and Environment to coordinate with relevant departments and branches to support investors in completing land procedures, and advise the Provincial People's Committee to allocate land in the third phase before July 15 this year. For the remaining land area of the project that has not been cleared, he assigned the locality to coordinate with the Company to implement according to regulations.

Regarding the construction of the frontage road in front of the project, he agreed with the investor's proposal and assigned the Department of Construction to study and advise the Chairman of the Provincial People's Committee to direct the implementation. Regarding the content of connecting to the expressway, he assigned the Department of Construction to preside over and advise the Chairman of the Provincial People's Committee to send a document to the Ministry of Construction to request a solution.
Regarding investment registration, the Department of Finance will guide the investor to implement. Regarding the proposal for connecting Kep station to the project area, the Department of Construction will study the overall traffic development plan and report to the Chairman of the Provincial People's Committee in August 2025.
He requested the investor to urgently coordinate with relevant departments and branches to adjust the detailed planning 1/500, adjust the project implementation progress in accordance with the actual situation, complete legal procedures to soon complete the project, maximize its functionality, and strive to put the entire project into operation from February 2027.
Regarding the project to build a new section of the Xuong Giang bridge, he stated that the Xuong Giang bridge is currently a traffic bottleneck. In the context of merging administrative units, the number of vehicles on the road has increased, so he requested the investor to make a detailed plan, direct the contractors to closely follow the plan, increase human resources and equipment, focus on construction, and complete the project to build a new section of the Xuong Giang bridge in 2025.
Regarding the relocation of some technical infrastructure items related to the land for project implementation, the People's Committees of Bac Giang and Tien Phong wards need to urgently, actively and resolutely implement, strengthen coordination with investors, and promptly hand over the site.
He assigned the Department of Construction to take the lead, proactively coordinate with investors and departments, branches, and localities to report to the Provincial People's Committee to promptly remove difficulties and problems related to construction material prices and land leveling to speed up construction progress.
