This is considered a major administrative revolution with the expectation of bringing a breath of fresh air to the business community, removing barriers and bottlenecks to promote better production and business.

For construction enterprises and investors, when implementing a project, they must carry out many administrative procedures such as applying for a construction permit, design appraisal, project bidding, planning approval, etc. These procedures sometimes overlap or take a long time to complete due to ineffective coordination between government levels or having to go back and forth many times, which makes many enterprises "frustrated" when handling the procedures. Many opinions also believe that when reducing intermediaries and implementing a two-tier government, it will reduce the occurrence of informal costs for businesses, thereby increasing transparency and creating trust with businesses and investors. This is also a factor contributing to improving component indicators in the Provincial Competitiveness Index (PCI) such as: indicators on land access, time costs, informal costs, transparency, business support policies, etc.
Mr. Le Duc Thang - Chairman of the Provincial Business Association said: Organizing local government according to a 2-level model instead of 3 levels is considered a solution to streamline the apparatus, increase management effectiveness, optimize resources and improve the investment and business environment, attracting investment more effectively. Eliminating the district-level intermediary helps shorten one step in the administrative procedure processing process, thereby saving time, effort and costs for businesses. Many procedures such as granting investment certificates, granting construction permits, handling land and environment, etc. will be handled directly at the provincial or commune level, businesses will no longer have to "go up to the district and down to the commune", reducing the situation of documents being pushed between levels.
In addition, the two-tier model will be more transparent in management, reducing corruption and informal costs for businesses. When the apparatus is streamlined, authorities at all levels will also be more proactive in promoting investment, calling for and accompanying businesses. The important thing is that the operating mechanism needs to be flexible, transparent, and especially have regular inspection and supervision to ensure real effectiveness.
