2-level local government: Abolish 74 administrative procedures

On the afternoon of July 3, at the regular Government Press Conference for June 2025, Deputy Minister of Home Affairs Nguyen Thi Ha provided specific information on the handling of administrative procedures to serve people and businesses in the first days of operating the two-level local government model from July 1, 2025.

According to the Deputy Minister of Home Affairs, the Prime Minister has issued 28 decrees, decentralizing, delegating power and defining authority between the central and local levels, between provincial and communal authorities. The ministries have also issued 58 circulars, creating a complete legal basis for the organization of two-level local authorities. The decrees have fully regulated accompanying administrative procedures, clarifying authority, dossier components, time, costs and administrative forms, creating convenience for people and businesses to access and implement from July 1.

Ms. Ha said that the total number of administrative procedures after decentralization, delegation of authority, and determination of authority is: Provincial level handles 1,261 administrative procedures; Commune level handles 463 administrative procedures; Abolished: 74 administrative procedures. The Ministry of Home Affairs has sent documents to localities or publicly announced the list of administrative procedures under its authority on the ministry's electronic information portal, helping local authorities, people, and businesses to access them conveniently.

"The Ministry of Home Affairs has developed a Handbook for local authorities at the commune level and sent it to localities in a timely manner before July 1. The contents of the handbook are practical, clear, specifying responsibilities, tasks, powers, working relationships and providing guidance on handling situations arising at the grassroots level, ensuring consistency and efficiency. Along with that, localities have prepared the necessary conditions, especially promoting the application of information technology and digital transformation to serve the operation of the model," said Deputy Minister of Home Affairs Nguyen Thi Ha.

The representative of the Ministry of Home Affairs also stated that the systems serving the operation of the new two-level government include: Online conference system of provinces and cities; Document management software of the Party and Government; Reporting information system; Process of receiving and transferring outgoing/incoming documents in Party and Government agencies; Administrative procedure settlement system at the Public Administration Service Center at the commune level; System for receiving and handling feedback and recommendations via the switchboard.

According to Ms. Ha, administrative procedures have been operated smoothly since the first day of implementation. In the coming time, along with administrative procedure reform and digital transformation, the settlement of administrative procedures will continue to be improved in the electronic environment, reducing time and costs for people and businesses, improving the quality of online public services, ensuring publicity, transparency, and convenience anytime, anywhere.

Further clarifying this content, Minister, Head of the Government Office, Government Spokesperson Tran Van Son said that according to the updated report, the public administrative service centers at the provincial and communal levels have been operating smoothly and continuously since July 1. In addition to processing online applications, the centers continue to receive and process applications directly.

"Updated at 4 p.m., on July 3, more than 40,000 applications were received, of which 59.3% were online and 40.7% were in person. The goal is that by the end of this year, administrative procedures related to businesses will be handled online, so as not to depend on administrative boundaries within the province. People, at any time, anywhere, just need a computer, tablet or mobile phone with an Internet connection to submit applications online," said Mr. Son.

According to the Government spokesperson, through the National Public Service Portal, citizens and businesses can send all documents to provincial and commune-level public administrative service centers for settlement according to their authority. And most importantly, through the public service portal, citizens and businesses will monitor and supervise the entire process of handling their administrative procedures. All feedback and recommendations on the National Public Service Portal are compiled and resolved.
