In the bustling atmosphere of the countryside of Doai Phuong commune, the story that many people are discussing these days is the official operation of the two-level local government apparatus. Mr. Dao Van Thanh, Head of Tan An village, Doai Phuong commune, said that he and the people here strongly agree and support the Party and State's policies and guidelines on streamlining the government apparatus at all levels.
This is a correct policy, contributing to saving budget expenditures to serve other social security and development purposes; at the same time, it also helps to select and train a team of truly talented, dedicated and enthusiastic cadres to serve the people and the country.
The merger of administrative units helps to make communes larger, have larger populations, and more abundant resources, creating favorable conditions for localities to develop quickly and sustainably.
According to Mr. Vu Hai, Ung Thien commune, what people expect and expect most from the two-level local government apparatus is that administrative procedures are streamlined, with clear focal points, clear procedures and clear responsibilities. That consensus has demonstrated the people's trust in the new government apparatus, a profound change in "quality" and "quantity", bringing great benefits to the people".
Present at the reception and administrative service point of Kieu Phu commune on the morning of July 2, a reporter from Hanoi Moi Newspaper noticed that many people came to contact and resolve their work. Mr. Nguyen Minh Giang, a resident of the former Liep Nghia commune, now Kieu Phu commune, said: “I was really surprised because everything went very smoothly. Administrative procedures were carried out quickly and the operations were much simpler. The working atmosphere was more friendly and professional. The service spirit of the officials and civil servants at the input document reception department was enthusiastic, serving the people better.”
According to Mr. Giang, the reorganization of the two-level local government apparatus not only has administrative significance but also demonstrates the Party and State’s determination to innovate and put people at the center of administrative reform. Mr. Giang is optimistic and confident in this change and hopes that it will bring the country further development.

At the Xuan Phuong Ward Public Administration Service Point, on July 1 and 2, key ward leaders were regularly present to direct and listen to opinions of people coming to carry out administrative procedures.
At the Xuan Phuong ward public administrative service point on July 2, the reception of citizens took place in an orderly manner, and people had their administrative procedures resolved quickly and conveniently. The total number of files received on the day was 45 files, mainly citizens performing procedures for copying from the original, certifying signatures, and files for changing business contents...
Ms. Dam Thi Thu Hang, residential group 4 (Xuan Phuong ward) completed administrative procedures to complete her job application, sharing: “The new administrative headquarters is very spacious. When I came to carry out the certification procedures, the staff created the best conditions and answered all my questions enthusiastically. I am very satisfied with the service attitude of the staff.”
With a very excited mood when becoming a citizen of Xuan Phuong ward, Mr. Nguyen Hai Ninh, Residential Group No. 1 Mieu Nha (Xuan Phuong ward) shared: “Today I came here to do the procedures to register for land use conversion. The ward officials were very enthusiastic, giving clear and detailed instructions. The operations on electronic devices were fast and smooth, after only about an hour, I completed the application submission”.
Late afternoon on July 2, at the Duong Noi Ward Public Administration Service Point, there were still many people coming to do administrative procedures. The total number of files received by the Ward Public Administration Service Point was 56 and 56/56 files were processed.
As a person who was guided by a lawyer at the Public Administration Service Point, Mr. Do Van Phuong (Duong Noi Ward) shared: “I waited until the day the local government started operating to make a land use right certificate because I knew that the commune and ward levels would be the units that directly issue certificates to the people, not through an intermediary level. The lawyer guided me for free, very easy to understand and fully advised on the necessary documents. I will go home and prepare all the data and will return soon to submit the application.”
Lawyer Nguyen Hoai Nam, Bamboo Star Law Firm (Hanoi City Bar Association) consulted at the Public Administration Service Point of Duong Noi Ward, informed that according to the coordination program between the Hanoi City Bar Association and the Hanoi City Public Administration Service Center, lawyers will go to public administration service points in the wards to advise and support citizens in completing administrative procedures.
“As of 3 p.m. on July 2, I have consulted on 8 cases, people mainly requesting advice on land-related issues. After being explained the legal regulations, people are very excited and confident, with the clear division of authority and responsibility, there will no longer be cases of files being pushed back and forth between levels of government like before," said lawyer Nguyen Hoai Nam.
