Two-tier government: The ultimate goal is to serve the people better and better

On June 30, Hanoi City officially announced the decision to reorganize administrative units according to the two-level local government model, and at the same time held a ceremony to hand over the city's decision on personnel work in wards and communes.

This is an important step to streamline the apparatus, improve effectiveness and efficiency of operations, and move towards a modern administration that better serves the people.

This morning, Ms. Nguyen Lan Huong, Member of the Standing Committee of the City Party Committee, Chairwoman of the Hanoi City Fatherland Front Committee chaired the Conference to announce and present Hanoi City's decisions on personnel work in Bach Mai Ward and Vinh Tuy Ward.

Sharing at the conference of Bach Mai ward, Secretary of the Party Committee, Chairman of the People's Council of Bach Mai ward Tran Quyet Thang affirmed that in the coming time, the Party Committee, government, Fatherland Front and political organizations of Bach Mai ward will focus all their efforts to quickly consolidate and perfect the organizational apparatus, synchronously deploy political, economic, cultural-social, national defense-security tasks, build a streamlined and strong political system, ensure to improve the effectiveness and efficiency in leadership, direction and service to the people, and at the same time successfully organize the first Congress of the Bach Mai ward Party Committee for the 2025-2030 term.

“With the deep belief that Bach Mai ward has a new stature and advantages, I hope that every cadre, party member, and citizen of Bach Mai ward will constantly promote the spirit of solidarity and responsibility to join hands to build Bach Mai ward to achieve outstanding victories and results in the 2025-2030 term and the following terms,” Mr. Tran Quyet Thang expressed.

In Vinh Tuy ward, Party Secretary and Chairman of the People's Council Nguyen Quang Trung said this was a significant event, marking an important turning point in administrative reform and innovation in the working style of the local political system.

According to Mr. Nguyen Quang Trung, the organization of a two-level local government model is a major policy of the Party and State to build a streamlined administrative apparatus that operates effectively, efficiently, and is closer to the people. The highest goal is to serve the people better and better.

Mr. Nguyen Quang Trung emphasized that the transition to a new model is not simply a change in organizational structure, but also a strong innovation in thinking, style and working methods.

On behalf of all cadres, civil servants and public employees of the ward, Mr. Nguyen Quang Trung affirmed that the new ward government is always a pioneer in innovation and creativity, in which, it commits to constantly learning and absorbing new things and good practices to improve the quality of work, thoroughly solving problems arising from the grassroots of the people, at the same time, encouraging all creative ideas and initiatives from the grassroots to build the ward to develop more and more.

In particular, we are determined to build a streamlined and efficient apparatus, including reviewing and rearranging the apparatus scientifically, cutting out cumbersome and unnecessary procedures. Each cadre and civil servant will be assigned clear and specific tasks, ensuring that work is carried out quickly and accurately, avoiding overlap and waste.

“Our motto is ‘serving the people.’ Every decision and every activity of the ward government will always aim to improve the quality of life of the people. We are committed to listening, understanding, sharing and promptly resolving all legitimate suggestions and feedback from the people; enhancing dialogue, publicity and transparency in all activities so that the people can know, discuss, inspect and benefit,” said Mr. Nguyen Quang Trung.

Meanwhile, Ms. Nguyen Thi Viet Thoa, Secretary of Party Cell 10, Bach Mai Ward, said that the rearrangement of the administrative apparatus, eliminating intermediaries and simplifying administrative procedures is the issue that people are most happy about.
