The Minister of Health said that currently, in addition to the salary regime according to Decree No. 204/2004 of the Government and guiding, amending and supplementing documents; health sector officials and civil servants are entitled to allowances such as preferential allowances according to profession; special allowances; toxic and dangerous allowances; allowances for areas with particularly difficult socio -economic conditions and special allowances at some hospitals or for village health workers.
Some localities have issued regulations on some specific expenditure contents and levels for medical staff in their localities such as Nghe An, Phu Tho, Hue, Bac Ninh, Quang Ninh, Ninh Binh... to attract medical staff to work at grassroots health care and in the field of preventive medicine .
For example, in Quang Ninh, according to Resolution 28/2023/NQ-HDND, by December 31, 2025, resident doctors, medical masters, and specialist doctors I when working at Ba Che, Binh Lieu, Dam Ha, and Co To medical centers will receive a one-time support of 700 million VND; for doctors with a 6-year training program, it is 450 million VND, if they graduate with a good grade, the support level increases by 50 million.
Doctors working at health stations will receive support from 200-500 million VND depending on the training system and workplace. Females or ethnic minorities will receive 1.2 times the support level.
Regarding the policy of increasing income for doctors, the Minister said that the Ministry of Health is proposing to assign level 2 salary for the positions of doctor, preventive medicine doctor, and pharmacist when recruiting.
At the same time, the Ministry is drafting a Decree to replace Decree No. 56/2011 on preferential allowances by profession , expected to be completed in December. Previously, the Ministry of Health planned to submit this draft to the Government in June. In particular, the Ministry proposed an allowance of 30-70% depending on each group of subjects.
Regarding the regulations on special allowances (including on-duty allowances; surgery and procedure allowances and epidemic prevention allowances), the Ministry of Health assessed that it was "too low and no longer suitable".
Minister Dao Hong Lan said that the Decree regulating special allowances, anti-epidemic allowances, and support for village health workers is being developed and is expected to be completed in September.
According to a new proposal that the Ministry of Health solicited opinions on in April, the on-call and surgical fees for doctors at public hospitals could be increased nearly threefold. For example, the Ministry of Health proposed a surgical allowance for the main surgeon, anesthetist or chief sedative of VND790,000, an increase of VND510,000 (more than 2.8 times) compared to the current level.
For village and residential group health workers and village midwives, the Ministry of Health proposes to increase the monthly support level by 0.2 basic salary levels (currently 0.5 and 0.3 basic salary levels).
The proposal to increase salaries and allowances for doctors and medical staff has been continuously raised by the Ministry of Health and local voters. Minister Dao Hong Lan once said that the 24-hour allowance for doctors and medical staff is very low and inappropriate while the study and training time is longer than other professions. According to the latest regulations, to be granted a practicing certificate, a doctor must spend up to 6 years studying at a medical university and at least 12 months practicing.
