Workshop on Overall Coordination of T&I Work of Block B Gas Project Chain

On the morning of July 24, 2025, at the Petroleum Hotel, Vietnam Oil and Gas Technical Services Corporation (PTSC) held a Workshop on "Overall coordination of Launching, Transportation and Installation (T&I)" combined with the Signing Ceremony of Safety - Health - Environment (HSE) Commitment within the framework of the Block B Gas Project Chain - a national key energy project. The event marked an important step forward in the implementation of the Project, demonstrating the spirit of close coordination, high responsibility and commitment among the stakeholders, with the highest goal of ensuring safety, quality and progress of the Project. The workshop was attended by representatives of the Vietnam National Oil and Gas Group (PVN), MOECO, PTTEP, Phu Quoc POC, PTSC, McDermott, PTSC M&C and subcontractors participating in the Project Chain.

Mr. Pham Xuan Phuc - General Director of Phu Quoc POC delivered the opening speech at the Workshop.

PTSC, as the general contractor, is implementing many key packages of the Block B Gas Project Chain, including EPCI#1: Central Processing Platform (CPP), Housing Platform (LQ), Bridge, Subsea Safety Isolation Valve (SSIV); EPCIC#2: 04 Wellhead Platforms (WHP), Subsea Connection Station with FSO (PLET) and Infield Pipeline System; General Contractor for Design and Commissioning of the entire pipeline, EPC of the onshore pipeline and supply and operation of FSO for the entire Project Chain.
As planned, the Project will soon enter its peak and most complex phase since its launch on October 31, 2023. In the coming time, offshore launching, transportation, installation and hook-up (SIMOPS) activities will take place at high density, in limited space as well as simultaneously mobilizing many large-scale construction items and equipment. This places very strict requirements on organizational capacity, coordination methods and overall management, especially between EPCI packages #1 and 2, where even small errors can affect the entire implementation progress.

Overview of the Workshop

At the Workshop, the parties presented in detail the implementation plan, T&I coordination plan, HSE objectives, risk management process and emergency response plans. In particular, the discussion at the Workshop was lively, frank and constructive, with many practical contributions from representatives of investors, operating units, contractors and international partners. Issues on resource coordination, equipment flow, safety control under SIMOPS conditions, on-site handling authority and quick response mechanism between parties were thoroughly discussed to reach consensus on the coordination method. Speaking at the event, PTSC emphasized the role of HSE work in the entire chain of activities, affirming that this is a key factor to protect people - assets - environment and a prerequisite for the sustainable success of the project. PTSC calls on contractors and construction forces to seriously and proactively implement HSE work in a practical, effective and non-formal manner. For the Group, Investors and partners, PTSC commits to continue to promote the role of general contractor, strictly manage HSE work of the entire project, strictly comply with the most stringent standards and regulations, aiming for the goal: "No accidents - No losses".

The HSE Commitment Signing Ceremony concluded the workshop in a solemn and determined atmosphere. This is not only a ritual, but also a clear demonstration of the spirit of unity, responsibility and trust among all parties in the journey to implement the Block B Gas Project Chain safely, effectively and proudly.
