Ministry of Finance focuses on reforming and effectively managing the budget

(Chinhphu.vn) - With many positive results in most aspects of work, from budget management, policy making to enterprise reform, public investment, financial market and FDI attraction, the Ministry of Finance has clearly demonstrated its "pillar" role in promoting growth and improving the business environment in the first half of 2025.

Proactive institution building

In the report on the implementation of the work program for June 2025 and the first 6 months of 2025 of the Ministry of Finance issued on the afternoon of July 10, the Ministry of Finance said: From the beginning of 2025, the Ministry of Finance has urgently implemented the law-making program according to Resolution 01/NQ-CP and the Government's program.

As a result, at the 9th Session, the Ministry submitted 11 draft laws and resolutions to the Government for approval by the National Assembly. At the same time, the Ministry is also drafting and submitting 11 additional draft laws, including major projects such as the Law on Personal Income Tax (amended), the Law on Tax Administration (amended), and the Law on Thrift and Anti-Waste.

By the end of June 2025, the Ministry had submitted to the Government 45 decrees, 1 resolution, 2 decisions and issued 61 circulars under its authority. In June alone, 15 decrees, 1 resolution and 25 circulars were issued. There are still 20 decrees, 1 resolution, 2 decisions and 11 circulars in the process of completion.

The Ministry of Finance has presided over the drafting of Resolution 154/NQ-CP dated May 31, 2025, updating targets and tasks according to Conclusion 123-KL/TW and resolutions of the National Assembly and the Government, setting the economic growth target of 8% or more in 2025. Along with that, the Ministry also guided localities to develop monthly and quarterly growth scenarios and review the feasibility of each industry and locality.

A series of major projects were also submitted by the Ministry to competent authorities, such as specific mechanisms for Hai Phong City and Van Don (Quang Ninh), demarcation of authority between two levels of local government, or transition to specific mechanisms after administrative unit rearrangement.

The Ministry of Finance has established 7 working groups to inspect and urge the disbursement of public investment capital, build a database of difficult projects, and propose expanding special mechanisms for handling. As a result, in June alone, the disbursement progress increased dramatically, reaching over 268.1 trillion VND, about 80 trillion VND higher than the same period last year.

Regarding equitization and handling of state-owned enterprises, the Ministry has submitted to the National Assembly the draft Law on Management and Investment of State Capital in Enterprises, amending the criteria for classifying state-owned enterprises. Many major projects such as restructuring Vietnam Airlines, SBIC, EVN, TKV, oil refinery, transportation, agriculture and forestry projects... are being coordinated to handle finances and remove obstacles.

The Ministry has submitted Resolution 68-NQ/TW on private economic development and resolutions for implementation. Thanks to that, in 6 months, nearly 91,200 new enterprises were established (up 60.5%), more than 61,500 enterprises returned to operation (up 57.2%) and over 124,300 new business households in June alone (up 118.4%).

In financial markets, VNIndex increased by 8.6% compared to the end of 2024, HNX-Index remained stable. Stock transactions maintained an average of VND 21,300 billion/session. Government bonds issued VND 201.4 trillion; individual corporate bonds reached nearly VND 196 trillion.

The insurance industry grew positively with total revenue of 114.8 trillion VND and total assets of over 1 million billion VND. The amount of insurance benefits paid was up to 41.47 trillion VND, an increase of nearly 8% over the same period.

As of June 30, 98.2% of national, regional and provincial planning had been approved. Statistical work to serve well for policy making and the 2025 rural and agricultural census is being carefully prepared. Social insurance coverage reached 44% of the workforce (an increase of 2.5 million people); health insurance reached 95.2% of the population; unemployment insurance reached 34.8%. Total revenue from 3 types of insurance reached nearly 293.3 trillion VND, an increase of 22% over the same period.

The insurance system has settled new regimes for more than 61,600 people, unemployment benefits for 337,000 people (down 22%) and vocational training support for more than 8,100 people.

Total registered FDI capital reached over 21.5 billion USD (up 32.6%), the highest since 2009. Realized capital reached over 11.7 billion USD. The manufacturing and real estate sectors led in both capital and number of projects. Vietnam continued to be an attractive destination for foreign capital in the first half of the year.
