The Ministry of Home Affairs launched a column and phone number "Questions and answers on the activities of two-level local governments and decentralization, delegation of power, and determination of authority"
The Q&A section is set up on the Ministry of Home Affairs' electronic information portal at moha.gov.vn, and is considered an open, highly interactive forum, creating favorable conditions for people, officials, and civil servants to access accurate and clear information on functions, tasks, and powers between government levels - especially in the context that from July 1, 2025, the whole country will implement a two-level local government model according to new regulations.
Through this column, the Ministry of Home Affairs will regularly update specific, practical, and easy-to-understand questions and answers related to decentralization and delegation of power between the central and local levels; between provincial and communal levels; between state administrative agencies and public service units; as well as issues arising in the organization of the government apparatus and the activities of People's Councils and People's Committees at all levels.
In addition, citizens and civil servants can send questions directly via email, or call the hotline 0968.218.126 for timely advice and guidance. Legitimate feedback and recommendations will be studied, answered by the Ministry of Home Affairs or forwarded to competent authorities for consideration and handling in accordance with the law.
Previously, the Ministry of Home Affairs also issued "in both paper and electronic forms", which is considered a practical "user guide" for commune-level apparatus to effectively implement the new model.
Ready to operate 2-level local government
There are less than 48 hours left until July 1, 2025 - an important milestone in the administrative reform process, when the two-level local government model (provincial and communal levels) is officially deployed nationwide, replacing the previous three-level model.
Minister of Home Affairs Pham Thi Thanh Tra affirmed that up to this point, the Politburo , the Central Executive Committee, the National Assembly and especially the Government have made comprehensive preparations. The relevant localities have expressed their efforts and high readiness, showing their determination to synchronously and effectively implement the new model.
At the 9th Session, the 15th National Assembly passed 14 laws and 2 legal resolutions to implement the organization of the 2-level local government model according to the Party's policy and new provisions of the Constitution, ensuring the organization of the political system in the direction of streamlining, efficiency, effectiveness, and efficiency, promoting decentralization and delegation of power; stipulating transitional contents to resolve issues arising when converting the local government model from 3 levels to 2 levels, ensuring unified, continuous, smooth, and stable operation of the local government apparatus, without affecting the rights and normal operations of people and businesses.
In recent times, the Government and the Prime Minister have given strong, close and timely instructions, and organized many important meetings to thoroughly grasp and seriously implement the instructions of the Politburo and General Secretary To Lam on key tasks serving the implementation of the two-level local government organization model from July 1, 2025. Many official dispatches have been issued consecutively to urge ministries, branches and localities to fully prepare the necessary conditions, ensuring the operation of the new model is unified, smooth and effective nationwide.
During the question-and-answer session at the 9th Session, Permanent Deputy Prime Minister Nguyen Hoa Binh affirmed that the Government has carefully prepared institutions, personnel, infrastructure, technology and necessary support mechanisms to ensure the new model operates smoothly and without interruption.
Accordingly, the Government has urgently built and completed the system of decrees in the direction of increasing decentralization and delegation of power to localities; and organized nationwide training.
The Government has also implemented three support mechanisms, including: Requiring all ministries and branches to set up public hotlines to support facilities and people; applying AI technology and virtual assistants to provide policy information and deploy public services; maintaining inspection and supervision activities of steering committees to promptly remove difficulties at the local level.
In addition, the Government pays special attention to the working conditions of civil servants in the new apparatus such as: arranging accommodation, means of transportation, schools for children and accompanying support policies.
As planned, tomorrow (June 30), the Ceremony to Announce Central and Local Resolutions and Decisions on Merging Administrative Units, Establishing Party Organizations, Appointing Party Committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones will take place.
In Conclusion No. 170, the Secretariat requested to limit the organization of summaries, meetings, and farewells; strictly prohibit the organization of parties and congratulations on taking office or promotion related to the arrangement and consolidation of administrative units.
