Prime Minister receives President of Japan Bank for International Cooperation

(Chinhphu.vn) - On the morning of June 29, at the Government Office, Prime Minister Pham Minh Chinh received Mr. Maeda Tadashi, Chairman of the Board of Directors and associates of the Japan Bank for International Cooperation (JBIC) who are visiting and working in Vietnam. Also attending the meeting was Japanese Ambassador to Vietnam Ito Naoki.

Pleased to meet again with JBIC Bank Chairman Maeda Tadashi, Prime Minister Pham Minh Chinh believes that after each meeting, the cooperative relationship between the two sides will progress and become more effective. Recalling his working sessions with high-ranking Japanese leaders over the years, the Prime Minister affirmed that the Vietnam-Japan relationship is increasingly developing well on the basis of affection, sincerity, trust and effectiveness.

In particular, the Vietnam-Japan Comprehensive Strategic Partnership has developed strongly and effectively after nearly two years of upgrading and is now at its best. The Prime Minister stated that Vietnam thanks and always appreciates Japan for its cooperation, sharing and support for Vietnam over the years in a spirit of sincerity, trust, affection and effectiveness.

Prime Minister Pham Minh Chinh acknowledged and appreciated JBIC's support in participating in policy dialogues, providing many loans to promote Japanese investment in Vietnam in important infrastructure and energy projects, as well as loans to support investment projects of Japanese small and medium enterprises in Vietnam. Most recently, JBIC provided a loan of more than 800 million USD for the Block B gas development project, helping this project to be restarted.

The Head of Government requested JBIC to continue to support Vietnam in the field of green transformation, including early implementation of loan support for Japanese enterprises to implement the list of 15 green transformation projects in Vietnam with a scale of more than 20 billion USD within the framework of AZEC announced on the occasion of Prime Minister Ishiba's official visit to Vietnam in April 2025.

Providing information on the situation and development orientation of Vietnam, especially the "revolution" in the organization of the apparatus, the organization of two-level local governments and the "four pillars", removing institutional obstacles, eliminating cumbersome procedures, promoting private economic development, striving to achieve the growth target of 8% this year and double digits in the following years, as well as implementing three strategic breakthroughs to achieve the two goals of 100 by 2030 and 2045, the Prime Minister said that Vietnam is implementing many large infrastructure projects that are of a situation-changing and state-changing nature, such as: Expressway projects, seaports, airports, especially urban railways, high-speed railways, nuclear power; requesting JBIC and Japanese enterprises to support capital, technology, human resource training and research to participate in these projects.

In particular, according to the Prime Minister, the Nghi Son Refinery and Petrochemical Complex (NSRP) project, a joint venture between Vietnamese, Kuwaiti and Japanese enterprises, is currently profitable for all parties involved, except the Vietnamese party, which is suffering losses. In response to the Prime Minister's proposal to restructure the project, the parties have restructured the organization and personnel, restructured input materials, restructured power sources, and reduced costs, etc.

Recognizing and thanking JBIC for its efforts so far in supporting the improvement of the project's situation, Prime Minister Pham Minh Chinh once again requested JBIC, as the largest capital provider for the project, as well as Chairman Maeda Tadashi personally, to continue to pay attention, make efforts, actively coordinate and promote cooperation among relevant parties, especially in financial restructuring at this project, improving operational efficiency in the spirit of sincerity, affection, trust, "harmonious benefits, shared risks", towards implementing phase 2.

Expressing his gratitude to Prime Minister Pham Minh Chinh for taking the time to receive the delegation, JBIC Bank Chairman Maeda Tadashi highly appreciated Vietnam's remarkable development in recent times, with increasingly high prestige, especially the important decisions of the Politburo recently, including policies on private economic development, sustainable energy transition, etc.

The JBIC Chairman said that with the good relationship between Vietnam and Japan and with the political determination between the two countries' senior leaders, JBIC is ready and will support loans for Japanese enterprises to implement green transformation projects in Vietnam within the framework of AZEC.

JBIC and Japanese enterprises are ready and willing to participate in infrastructure projects in Vietnam, implementing projects according to the urban development model oriented towards public transport development (TOD). In particular, Japanese enterprises with a lot of experience want to participate in implementing Vietnam's high-speed railway project.

Regarding the difficulties in the Nghi Son Refinery and Petrochemical Complex project, Chairman Maeda Tadashi said that JBIC has been working actively with all parties. He personally committed to doing his best to find the most suitable solution with all parties, ensuring "harmonious benefits and shared risks" as mentioned by the Prime Minister.
