Electronic copy of compulsory civil liability insurance has the same legal value as the hard copy.
Clause 3, Article 10 of Decree 67/2023/ND-CP of the Government stipulates that on compulsory civil liability insurance for motor vehicle owners, insurance companies can issue electronic insurance certificates (ECs). The electronic EC has the same legal value as the previous red-stamped paper (hard copy).
Thus, the insurance certificate here is understood as a paper insurance certificate or an electronic certificate.
In the context of the 4.0 industrial revolution, the application of digital platforms and the digitization of documents is an inevitable trend. In which, the electronic TNDS insurance certificate has shown to catch up with the digital trend and helps authorities easily check and manage, people easily access and store, and insurance companies save costs and human resources.
In fact, as soon as the electronic compulsory motor vehicle liability insurance certificate began to be implemented (as stipulated in Decree 03/2021/ND-CP dated January 15, 2021 (the predecessor of Decree 67/2023/ND-CP dated September 6, 2023), the Traffic Police Department ( Ministry of Public Security ) immediately issued a document directing the traffic police of provinces and centrally-run cities on the legality of electronic certificates and paper certificates (Official Dispatch No. 813/BCA-C08 dated March 22, 2021). Accordingly, the police agency emphasized that it is valid for people to carry a valid certificate, whether it is an electronic certificate or a hard copy certificate.
Recently, the Vietnam Insurance Association also issued Official Dispatch No. 41/HHBH/2021 dated March 31, 2021 to the Traffic Police Department, traffic police of provinces and cities guiding how to scan QR codes on electronic certificates to ensure that the information of insurance buyers on the certificate is looked up quickly, ensuring the best interests of customers.
To ensure their rights, the Vietnam Insurance Association also reminds people to carefully check the insurance period when driving to avoid the situation where the insurance certificate has expired when the police check.
Compulsory motor vehicle liability insurance is not only a mandatory requirement to comply with the law, but also an important tool to help protect finances in case of unexpected accidents.
