The Department of Finance shall preside over and advise on funding sources for implementation and submit to the Provincial People's Committee for consideration and issuance of a Decision on additional funding. Based on the implementation instructions of the Ministry of Finance and current legal regulations, the Department of Finance shall coordinate with the Provincial Police, relevant agencies, units and localities to issue Guidelines for units and localities to implement the policy in the province; to be completed by August 29, 2025.
Assign the Provincial Police to preside over reviewing and providing the number and list of gift recipients in the province, send them to the Department of Finance before 1:00 p.m. on August 29, 2025 as a basis for submitting additional funding; direct the provincial and commune-level police forces to coordinate with departments, branches and local authorities to ensure security and safety during the gift-giving process; assign officers to participate at 100% of gift-giving points for the people.
The State Treasury of Region VI and the State Bank of Region XII are responsible for directing the system to arrange smooth cash resources, fast and most convenient transactions (sufficient cash, reasonable denominations) to serve the purpose of giving gifts to the People.
Offices: Provincial Party Committee, Provincial People's Committee, National Assembly Delegation and Provincial People's Council, Economic and Budget Committee - Provincial People's Council arrange relevant officials and civil servants in the field of finance and budget to be on duty and handle work during the 2025 National Day holiday to ensure the timely implementation of Central policies in the province, in accordance with current regulations and Working Regulations.
The People's Committees of communes and wards immediately organize the giving of gifts to the people after the decision to allocate additional funds from the Provincial People's Committee is made.
The Department of Finance shall preside over and coordinate with the Provincial Police, the Provincial People's Committee Office, and the Commune People's Committees to monitor and urge the implementation of tasks, periodically at 4:00 p.m. every day, summarize and report to the Chairman of the Provincial People's Committee on the implementation results and difficulties and problems (if any).
It is known that according to the Prime Minister 's Official Dispatch No. 149/CD-TTg dated August 28, 2025, the gift level is 100,000 VND/person. The Prime Minister requested a number of ministries, branches and People's Committees of provinces and cities to closely coordinate and immediately review the recipients of gifts, and transfer the gifts to people by appropriate means (bank transfer or directly) as soon as possible, to be completed before National Day September 2, 2025.
