The Congress is a major political event for the youth, a festival of broad solidarity among all classes of patriotic Vietnamese youth, marking a new step in the development of the Union and the youth movement. Also attending the solemn session of the Congress were leaders and former leaders of the Party, State, Central Committee of the Vietnam Fatherland Front and leaders of central departments, ministries and branches; leaders of the Youth Union and Associations through the periods.

The 9th National Congress of the Vietnam Youth Union, term 2024-2029, had the participation of 980 delegates from 54 ethnic groups, representing more than 21 million members and Vietnamese youth at home and abroad.
