According to plan, localities across the country have completed grading the 2025 high school graduation exam; at exactly 8:00 a.m. on July 16, examination councils across the country will announce the exam scores.

The Ministry of Education and Training said that the announcement of high school graduation exam results will be based on 34 provinces and cities, not on examination councils as before July 1. July 13 is the deadline for examination councils nationwide to summarize the marking work; report preliminary results and send exam result data to the Ministry of Education and Training; and complete the comparison of exam results.

This year's high school graduation exam was held when the country had 63 provinces and cities; but at the time of marking the exam, the country had 34 provinces and cities. It was noted that although the new provinces and cities had completed their marking councils, the marking was still done according to the boards corresponding to the old provinces and cities.

According to the report of the Department of Education and Training of Bac Ninh province, from July 1, the department has advised the Provincial People's Committee to complete the Steering Committee for the 2025 High School Graduation Exam and the Examination Council of Bac Ninh province. Accordingly, the two examination boards of the two provinces of Bac Ninh and Bac Giang (old) will continue to be held at two locations, but will announce the common scores of the entire Bac Ninh province (new) instead of announcing according to the examination board.

Similarly, the Ninh Binh Department of Education and Training has completed the Ninh Binh Provincial Examination Council with one examination council, many marking boards, marking boards, and secretarial boards. The marking of the exams ensures the "4 on-site" motto: on-site direction; on-site facilities and equipment; on-site human resources; on-site logistics and policies. When announcing the exam scores, there will be one focal point, the Ninh Binh Provincial Examination Council (new).

In Hanoi , the exam marking has also been completed. Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that the locality has a very large number of exams, so the number of multiple-choice exams is also very large (about 450,000 exams). The marking and processing are done on two different software, so it is necessary to increase the marking machines and marking staff to complete the exam on schedule. Hanoi has mobilized more than 800 officials and teachers from high schools in the city to participate in the exam marking work.

A teacher who participated in grading the literature exam in Hanoi shared: the literature exam scores in Hanoi this year seem to be lower than last year. There are relatively many scores of 7 - 8. There are sets of papers with uniformly high quality but there are also sets of papers with the opposite quality, depending on the quality of the candidates at each exam site.

The results seem to be lower, according to the above examiner, because the candidates are not really familiar with the new way of setting questions, with the big changes that the literature exam poses. For example, the exam requires candidates to write 600 words on the topic "Every homeland's sky is the Fatherland's sky" but it seems that many candidates understand that they can only write a maximum of 600 words, writing more will cause them to lose points. Meanwhile, the candidates are not "qualified" enough to fully encapsulate the meaning of a very big problem in that number of words, the characteristic of students has long been that writing long is the only way to touch on all the ideas that the answer poses.

In addition, the judges said that this year's marking guidelines are also stricter in deducting points when pointing out a series of errors in spelling, presentation, expression, etc., while last year only deducted a maximum of 0.25 points if there were too many errors.

According to this teacher, this year's exam marking took longer than previous years because the examiners themselves had to slow down to get used to the new requirements for the exam questions and marking instructions. With the spirit of respecting the creativity, individual thoughts and efforts of the candidates, when marking the exam, the examiners always put in the spirit of "filtering the muddy to bring out the clear" so as not to "fail" the work of the candidates. The marking instructions have the advantage of being relatively detailed, but also require the qualifications of the examiners themselves, who must grasp the spirit of innovation and flexibility to recognize the creativity and unique paths in the candidates' work.

Commenting that the innovation in the way of making questions and guiding the grading of literature exams is going in the right direction, teachers participating in grading literature exams believe that this will be a premise for not only students but also teachers to innovate more deeply in the process of teaching, testing and evaluating literature from the next school year.

Previously, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, when discussing with the examiners of the literature exam, also emphasized the requirement to recognize the efforts, creativity, initiative, and individual thinking of the candidates, ensuring that they follow the output standards, the criteria of the educational process, as well as the marking instructions. The general principle and goal is to accurately reflect the students' abilities, aiming at the real results of the candidates, ensuring the legitimate rights of the candidates in organizing the exam and ensuring fairness nationwide.

ANXIOUSLY WAITING FOR THE SCORES TO KNOW IF THE EXAM WAS REALLY "TOO DIFFICULT"?

Perhaps never before have candidates and the public been so anxiously awaiting the results of the high school graduation exam as this year. Previously, there was much information about the difficulty of the exam, especially for the math and English exams. The Ministry of Education and Training said that it was necessary to wait until the exam results were available to make a clear determination. Once the exam marking is completed, the Ministry of Education and Training will analyze the exam results of candidates to have a basis for evaluating the quality of the exam, the exam, and teaching and learning activities nationwide. Analyze the adjusted scores between exam subjects to serve the evaluation of exam results of the exam subjects. This is one of the new requirements for the organization of the high school graduation exam from 2025.

An expert in educational assessment and measurement also said that in order to conclude the difficulty and suitability of questions and exam papers, we need to wait for the actual test results of the candidates, and use that data to analyze and provide evidence. Everything must be based on empirical evidence, not just on initial criteria.

At the meeting of the National Assembly Standing Committee on July 10, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that public opinion reflected a lot that the high school graduation exam questions for some subjects were very difficult compared to last year; while this was the first time the exam was organized according to the new general education program with many sets of textbooks. The exam questions were more practical and included many parts outside the program.

According to Mr. Vinh, students' adaptation to new testing methods and formats is also a problem. "This is also a highly specialized issue, so the Committee has asked the Ministry of Education and Training to report. Along with that, we will consult with general education experts, experts with in-depth knowledge of test making, and will have a specific report," said Mr. Vinh.

Timelines TS should note after knowing exam scores

At exactly 8:00 a.m. on July 16, the examination councils will announce the exam results. The Departments of Education and Training will complete the high school graduation assessment no later than July 18. The principals of high schools will issue temporary graduation certificates, return transcripts, and related certificates (originals) to candidates no later than July 22.

Candidates who want to review their exam papers should send their applications to the exam registration units from July 16 to July 25. The review will be completed no later than August 3, and graduation recognition after the review will be no later than August 8.
