How much will university tuition increase in 2025 - 2026?

Tuition fees for public universities that are not self-sufficient in regular expenses this school year range from 1.52 - 3.11 million VND/month, an increase compared to 2024, according to the announced roadmap.

The Government has just issued Decree No. 238 regulating policies on tuition fees, exemptions, reductions, tuition support, learning cost support and service prices in the field of education and training, applicable from the 2025-2026 school year. Accordingly, regulations on tuition fee frameworks (floor - ceiling) for all levels of education and tuition fee roadmaps are inherited from the provisions of Decree No. 97.

Specifically, the tuition fee ceiling for public higher education institutions that are not self-sufficient in regular expenses is as follows:

From the 2027-2028 school year onwards, the tuition fee ceiling will be adjusted in accordance with people's ability to pay and socio -economic conditions, but must not exceed the consumer price index growth rate at the time of determining the tuition fee compared to the same period last year as announced by the competent state agency.

For public universities that are self-sufficient in regular expenses, the tuition fee is determined to be a maximum of 2 times the above ceiling, corresponding to each major and each school year.

For universities that are self-sufficient in regular and investment expenses, the tuition fee is determined to be a maximum of 2.5 times the above ceiling, corresponding to each major and each school year.

For training programs at public schools that have been accredited according to the standards set by the Ministry of Education and Training or international standards, or equivalent, the tuition fees will be determined based on the economic-technical norms or cost norms of each training industry and profession issued by the school. Schools must make this public to learners and society.

Also according to the Decree, the tuition ceiling for master's training is equal to the tuition ceiling above multiplied by a coefficient of 1.5; for doctoral training, multiplied by 2.5.

Tuition fees for part-time and distance learning training are determined based on actual reasonable costs, with fees not exceeding 150% of the tuition fees for the corresponding regular training system.

In the case of online learning, schools determine tuition fees based on actual reasonable costs incurred, up to the maximum tuition fee of the school corresponding to each major. Meanwhile, tuition fees for continuing education programs, short-term training and development services appropriate to the major and training field are proactively calculated and regulated by schools.

This increase has been stipulated in Decree No. 97 amending and supplementing a number of articles of Decree 81 on public tuition fees issued by the Government on December 31, 2023.

Accordingly, at the university level, the Government stipulates the tuition ceiling for public schools that have not yet covered their regular expenses for the next school year at 1.2 - 2.45 million VND/month, depending on the major.

The current tuition fee will remain unchanged from 2021 to 2022 due to the impact of the COVID-19 pandemic - from VND 980,000 to VND 1.43 million/month/student.
