The Government Office has issued Notice No. 354/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at an online meeting assigning competent authorities to invest in 5 expressways: Bac Kan - Cao Bang, Tuyen Quang - Ha Giang (phase 2), Vinh - Thanh Thuy, Quang Ngai - Kon Tum, Quy Nhon - Pleiku.
The conclusion announcement stated that, regarding the assignment of the competent authority to invest in the above 5 routes, Section 01 of Document No. 611/TTg-CN dated May 28, 2025 clearly stated that the assignment of the competent authority to invest in the 5 expressways to localities, including the People's Committee of Nghe An province for the Vinh - Thanh Thuy route, has sufficient legal basis for implementation without the need for additional assignment documents.
Up to now, the Ministry of Construction has issued a document requesting localities to direct relevant units to implement the expressway projects assigned by the Prime Minister. At the meeting, the leaders of the provinces: Thai Nguyen, Cao Bang, Tuyen Quang, Quang Ngai, Gia Lai all affirmed that they were fully aware of the assigned tasks and had organized the implementation, without any problems requiring consultation.
Therefore, the Deputy Prime Minister requested the People's Committee of Nghe An province to urgently and seriously perform the task of the competent authority investing in the Vinh - Thanh Thuy expressway.
In the process of implementing investment projects, if localities have any problems, the Minister of Construction is requested to promptly guide localities in accordance with the provisions of law on authority, order and procedures to meet the requirements of progress, quality, and prevent loss and waste.
Regarding the opinion at the meeting requesting the need to continue clarifying the process and procedures for assigning management agencies to manage national highways and expressways according to the provisions of the law on roads and assigning management agencies to implement investment projects according to the provisions of the law on public investment, the Deputy Prime Minister requested the Ministry of Construction to urgently perform the assigned tasks in Section 2 of Document No. 611/TTg-CN, proactively coordinate with the Ministry of Finance and the Ministry of Justice to unify the method of applying the provisions of the law and issue documents guiding implementation nationwide to ensure compliance with the direction of the Prime Minister (in Document No. 1789/VPCP-KTTH dated April 23, 2025 of the Government Office); report to the Prime Minister on the implementation results before July 20, 2025.
