Infrastructure difficulties

In the 2025-2026 school year, Le Van Tam Secondary School (Song Kon Commune) has 370 students, divided into 10 classes. The school will build 11 new classrooms and functional rooms, and repair 12 classrooms with a budget of about 10 billion VND from the city budget. The project is expected to be completed and handed over before the opening day.

In addition, the school has fully supplemented textbooks, equipment, etc. to serve teaching and learning. The teaching staff constantly learns and improves their professional qualifications.

According to Mr. Do Huu Tung, Chairman of the People's Committee of Song Kon Commune, the whole commune has 8 schools, including: kindergarten, primary school, secondary school. Currently, the schools have organized the entrance exam for the first level.

The commune is focusing on reviewing all schools that are currently under construction, repair, renovation, and upgrading. This work must be completed before August 31 to ensure a safe and spacious learning environment for students.

Mr. Tung said that the facilities of schools in Song Kon commune have seriously degraded. Meanwhile, information and digital infrastructure have not been upgraded, and difficult technological conditions in mountainous areas are also barriers to teaching and learning. The locality will propose to the city to have a policy mechanism so that mountainous communes, when operating a two-level local government, must ensure infrastructure, especially information technology systems, to improve work efficiency in all areas.

As a mountainous locality, benefiting from 3 national target programs, however, the school system, especially the satellite schools in the villages in Song Kon commune, has degraded. Therefore, timely investment and upgrading are needed to ensure the highest quality of learning for students.

More than 3km from the center of Dong Giang commune, Dong Giang Ethnic Boarding School - Secondary School has many degraded items, although some new items have been recently added and built. Therefore, the school and the commune government want the school to be repaired and upgraded.

Mr. Coor Le, Chairman of Dong Giang Commune People's Committee, said that the biggest difficulty at present is that the facilities of many schools in the commune are not yet guaranteed to meet the standards of the Ministry of Education and Training . The commune aims to have 60% of schools meeting the standards in the period 2025 - 2030.

Dong Giang commune leaders added that, in addition to teaching and learning infrastructure, mountainous areas also lack playgrounds and sports spaces for students with soccer fields, volleyball courts, swimming pools, etc.

In addition to the schools, there should be separate, independent areas for students to play and practice sports instead of the school yard which is both small and affects the classroom. This space is really necessary to improve the physical condition and stature of students, contributing to the development of the future young generation.

Mr. Coor Le, Chairman of Dong Giang Commune People's Committee

Chairman of Song Vang Commune People's Committee Le Van Tu said that the commune government held a meeting to disseminate information to 5 schools in the area, requesting to focus on leadership, direction, inspection and review of equipment and infrastructure serving teaching and learning.

In addition, the schools proposed that the Commune People's Committee balance the budget and provide timely support before the new school year. Currently, Song Vang Commune has not invested in building new schools, only maintaining, repairing and expanding some items of old schools.

Ms. Tran Thi Hoa, Vice Principal of Le Van Tam Secondary School (Song Kon Commune) said that the school is facing many difficulties before the new school year. “The school is short of 9 teachers, affecting teaching and learning, while it is very difficult to find contract teachers for specific subjects such as Information Technology and English,” Ms. Hoa said.

Chairman of Song Kon Commune People's Committee Do Huu Tung added that the teaching staff is very lacking, the current ones are dedicated to their profession but have not been trained and fostered to adapt to digital transformation in teaching.

The 2nd session (special session) of the 10th term People's Council of Da Nang city, term 2021 - 2026, passed a Resolution on the number of labor contracts performing professional and technical work according to Decree No. 111/2022/ND-CP at public educational institutions.

Accordingly, the total number of approved labor contracts for the city's education sector in the 2025-2026 school year is 1,764 people. Of which, 1,687 contracts are for public education and training units under the People's Committees of communes and wards.

The work of mobilizing students to attend class is focused on, but according to the Department of Education and Training, the dropout rate is still high in disadvantaged areas, affecting the quality of universal education.

According to Mr. Do Huu Tung, Chairman of the People's Committee of Song Kon Commune, most of the students in the commune are ethnic minorities, poor households, and families have difficulty paying for their children's education; many students live in isolated river and stream areas, making it difficult to travel during the rainy season, affecting their studies.

Therefore, before the merger into Song Kon commune as it is today, the authorities of A Ting, Jo Ngay, and Song Kon communes (old) have paid attention to and encouraged children to attend class, preventing them from dropping out of school. According to Ms. Tran Thi Hoa, when children are absent from school, teachers make an effort to "go to each house, each village" to work with parents and coordinate with the authorities to find out the reasons and encourage them to return to school.

Regarding education in mountainous areas, recently, at the conference summarizing the 2024-2025 school year and deploying directions and tasks for the 2025-2026 school year, Vice Chairman of the City People's Committee Tran Anh Tuan emphasized the need to increase investment in infrastructure, focusing on disadvantaged and mountainous areas; promptly advise on issuing preferential policies for teachers in remote and isolated areas; urgently recruit staff, end the situation of long-term contracts...

The entire education sector must fully prepare for the opening of the new school year, conduct on-site inspections of facilities, especially in mountainous areas, to promptly resolve difficulties and ensure that all students have the best learning conditions.

Mr. Tran Anh Tuan, Vice Chairman of Da Nang City People's Committee
