The new Gia Lai province has officially come into operation after merging Binh Dinh and Gia Lai provinces according to the Resolution of the National Assembly. This is not only a historic administrative event but also a strategic turning point, opening a new development phase with a long-term, comprehensive and sustainable vision.
Restructuring the apparatus, freeing up resources
Before the merger, Binh Dinh and Gia Lai provinces had 38 district-level administrative units and more than 600 commune-level administrative units. Many of these units did not meet the prescribed standards in terms of area and population, leading to resource dispersion and difficulties in overall planning and synchronous investment and development.
Therefore, the arrangement of the government apparatus is identified as a key and urgent political task, a launching pad for the strong aspirations of a newly formed but potential province.
After the reorganization, Gia Lai province now has 135 communes and wards, a sharp decrease compared to before. Along with that, departments, agencies and sectors were also reviewed and rearranged in a streamlined direction, with clear functions, avoiding overlap. The merger was not only based on administrative criteria but also carefully considered specific factors of culture, ethnicity, national defense and security, creating new administrative units with open development space and clear growth drivers.
This process was implemented in a systematic, public, democratic manner, with wide consultation among cadres, party members and the people. The Provincial Party Committee, People's Council and People's Committee of Gia Lai province have issued detailed plans and projects, ensuring transparency, consensus and effectiveness in each step of implementation.
One of the biggest expectations from the restructuring of the apparatus is a strong change in administrative reform and improvement of service quality for the people. The restructuring of the apparatus also creates favorable conditions to promote digital transformation , build e-government, digital government, where people can access public services faster, more transparently and more conveniently than ever before.
The resources saved from streamlining the apparatus and staff will be prioritized for reinvestment in socio -economic infrastructure development, national target programs and social security policies. This is a clear demonstration of a creative government that acts for the people and businesses.
Mr. Nguyen Van Duc, a resident of Quy Nhon ward, shared: "I hope the new two-level government will help shorten administrative procedures. For example, the issuance of land use right certificates, which previously had to be done in the city, can now be done right at the public administrative center. This will save time and be convenient for the people."
Towards a government that serves, is close to the people and is effective
Although it has created great impacts on administrative reform , the process of restructuring the apparatus is a very complex task, requiring high political determination and broad social consensus. Streamlining the apparatus is only a necessary condition, the sufficient condition is the change in thinking and action of the staff, civil servants, and those who directly operate that apparatus.
At the ceremony to announce the National Assembly's resolutions on administrative unit arrangement, comrade Ho Quoc Dung, Secretary of Gia Lai Provincial Party Committee, said that the new Gia Lai province after the merger is located in the center of the Central Highlands, the South Central Coast, and is the gateway connecting Quy Nhon seaport with the Pleiku plateau and the Le Thanh international border gate.
In addition, the new province also has a relatively complete infrastructure system with 2 airports, seaports and international border gates, and cross-regional and cross-national traffic axes...
Perfecting the personnel and organization of the Gia Lai government after the merger
At the same time, these two regions also have a heroic historical-cultural and revolutionary tradition, abundant human resources, and a diverse industrial, agricultural, commercial and service foundation. After the merger, Gia Lai province will open up a huge development space, creating favorable conditions to improve competitiveness, promote intra-provincial and regional linkages, thereby contributing significantly to the overall growth of the South Central Coast - Central Highlands region and the whole country.
