For many years, due to old age, Mrs. Tran Thi Sen and her husband in Tuy An Dong commune have suffered from many diseases, from kidney failure, heart failure to joint pain and sinusitis. Thanks to health insurance, the family has reduced the burden of medical expenses, only having to worry about travel and food. "From my family's experience, I think that everyone should participate in health insurance even when they are healthy to prevent unfortunate events from happening," said Mrs. Sen.
Similar to Ms. Sen, for many years, Ms. Truong Thi Tham and Mr. Huynh Van Nhon in Hoa Xuan commune have paid nearly 2 million VND to buy health insurance for their family. Ms. Tham confided: “When you have a health insurance card, you will enjoy many benefits. Here, many families are still in difficulty, but when they know the benefits of health insurance, they all try to save up to participate.”
According to Mr. Tran Van Bien, Chairman of Tuy An Dong Commune People's Committee, in the past time, the commune has determined that cadres and party members not only take the lead in participating in health insurance for their entire families, but also actively mobilize and call on local people to participate. Because cadres and party members will grasp and understand the economic capacity of each person, thereby having effective ways to advise them so that they can participate in health insurance more easily. With persistent mobilization, propaganda and explanation, the commune People's Committee strives that by 2030, the whole commune will have 96% of people participating in health insurance.
Mr. Tran Cong Hoan, Party Secretary and Chairman of the People's Council of Song Cau Ward, said: "As a coastal locality, people are often subjective, but the Party Committee is very concerned about the issue of taking care of the health of the whole population. Therefore, when building the Resolution of the First Party Congress of the Commune, term 2025 - 2030, through discussion, we boldly set the target that by the end of the term, the rate of people participating in health insurance will reach 96.5% or more. To strengthen the implementation of the health insurance policy, the Party Committee of Song Cau Ward directs the Party Committees, authorities, the Fatherland Front and political and social organizations to strengthen the implementation of the health insurance policy, identifying the health insurance coverage target as an important political task in directing and operating the local socio-economic development".

According to Mr. Phan Huy Trung, Director of Tuy An Bac Social Insurance, as of July 2025, the number of people participating in health insurance in Tuy An Bac, Tuy An Dong, Tuy An Tay, Tuy An Nam and O Loan communes was 20,376 people, reaching 90%. Although the rate of people participating in health insurance in the area has increased, it is not sustainable, especially in coastal areas. The main reason is that people do not fully understand the meaning and necessity of health insurance policy. In addition, some people have lost their jobs and have unstable incomes, leading to the fact that although they know the role of health insurance, because of difficult life, they prioritize immediate and urgent expenses first.
From now until the end of 2025, the whole province strives to have over 95% of the population participating in health insurance, moving towards universal health insurance. To achieve this goal, comprehensive and sustainable solutions are needed. In particular, the most important solution is to promote propaganda so that people understand the importance of health insurance policies in life, especially for families in difficult circumstances and people in remote areas. Another sustainable solution is to quickly remove bottlenecks in medical examination and treatment using health insurance. Because in reality, people are still hesitant to go for medical examination and treatment using health insurance because they feel they are not treated fairly. Moreover, some advanced techniques require large treatment payment packages, and the health insurance policy has not been updated to pay for health insurance participants, so it has not attracted a large number of people to buy and use health insurance.
Mr. Phan Huy Trung, Director of Tuy An Bac Social Insurance, said: “Currently, localities are actively implementing solutions towards universal health insurance, focusing on widely disseminating health insurance policies to raise people's awareness. Analyzing and classifying each group of subjects according to each locality in communes, wards and towns and developing scenarios, implementing specific implementation solutions, suitable for each group of potential subjects. At the same time, localities regularly exchange and learn good models and practices to apply in their localities. Social insurance agencies of localities also strengthen coordination with departments, branches and local authorities in developing health insurance participants, connecting and sharing potential data; regularly exchanging, monitoring, urging, promptly proposing and removing obstacles for localities to effectively deploy and implement health insurance policies in the area”.
