Increase health insurance support for students

This is the highest level of support ever for this group of people, demonstrating the deep concern of the Party and State for the care and protection of the health of the young generation - the future owners of the country.

Decree No. 188/2025/ND-CP of the Government issued on July 1, 2025, detailing and guiding the implementation of a number of articles of the Law on Health Insurance (HI). According to this decree, with the new minimum support level of 50% from the state budget from July 1, 2025, students only have to pay a maximum of VND 631,800/year.

Compared to the previous payment level, students will receive an additional reduction of VND 252,720/year. This is a joy for parents with children in school before the 2025-2026 school year because it helps reduce the financial burden on families, especially those with many school-age children or those in difficult economic circumstances.

Mr. Nguyen Thuc Giap in Tuy Hoa ward, who has two children who are middle and high school students, shared: “I am very happy to hear that the State supports from 30% to 50% to buy health insurance cards for students. Every year, the health insurance payment for two children is a significant expense for a farming family like ours. This school year, with the State supporting an additional 20%, the money saved will help us cover many other expenses before the new school year.”

Sharing the same joy as Mr. Giap, Ms. Nguyen Thi Kim Nguyen in Hoa Xuan commune said: “I am raising two children who are studying alone with a lot of expenses. For a long time, I have tried to get them health insurance cards but it was very difficult. Now, my children still receive full health care and only spend half the cost to buy health insurance. This is very precious for low-income freelancers like us.”

According to Mr. Ho Viet Thiep, Principal of Ea Bia Primary and Secondary School (Song Hinh Commune), increasing the level of support for purchasing health insurance cards for students right before the 2025-2026 school year not only helps reduce the direct financial burden on families but also contributes to increasing health insurance coverage among students. At the same time, when the cost of participating in health insurance becomes reasonable, many students will have access to primary health care services and other necessary medical services, ensuring comprehensive health care benefits for the country's future generations.

“The policy of increasing the minimum support level from 30% to 50% for students is not only financially meaningful but also opens up fundamental advantages in advocacy work. Because for the group of students, one of the groups required to participate in health insurance, consensus from the family plays a key role,” said Mr. Thiep.

Mr. Nguyen Quoc Binh, Director of Song Hinh Social Insurance, said: “The policy of increasing the level of health insurance support for students from 30% to 50% is a breakthrough decision, demonstrating the State's special attention to the young generation. When students receive higher support, it not only helps parents reduce the financial burden but also facilitates the propaganda and mobilization process, contributing to increasing the coverage rate and building awareness of proactive participation from an early age. Currently, we have stepped up propaganda among all classes of people. Strive for 100% of students in the area to participate in health insurance by the 2025-2026 school year.”

It can be said that the policy of supporting at least 50% of health insurance premiums for students in this new school year is not only an expansion of beneficiaries but also a step forward in social security thinking, shifting from "passive support" to "active investment" in public health. And when the State proactively takes on part of the responsibility, it is also the time when society takes a step forward on the journey of health equity, leaving no one behind.

In the 2024-2025 school year, the province has 579,566 students participating in health insurance, reaching a rate of 98.19%. Currently, Dak Lak has 926/940 schools with sufficient facilities and medical personnel to serve the health care of students, with the social insurance agency transferring funds for primary health care with a total amount of nearly 27 billion VND. At the same time, in the 2024-2025 school year, the health insurance fund paid for 209,535 medical examinations and treatments for students with a total amount of nearly 63 billion VND.
