Risk of landslide is imminent
According to the assessment of Nghien Loan Commune People's Committee, the area at risk of landslides is about 71 hectares, the terrain is mainly high hills, steep slopes, strongly divided by streams and mountain slopes. The soil here is loose, easily eroded, interspersed with shale, sandstone, limestone... When heavy rain lasts for a long time, the soil and rock are saturated with water, creating a natural sliding surface and easily sliding down to residential areas.
In particular, this area has 2 small streams that combine to form a flow of more than 500m long, with a steep slope and fast flow. Currently, many sections of the stream bed have been buried, water flows over residential areas, and the risk of flash floods is very high.
Nam Vam village has 109 households, of which 21 households with 105 people live along the stream and hillside of Khuoi Boc, which is in the danger zone. The people are mainly Mong (14 households) and Dao (7 households), of which 18 are poor and 1 is near-poor. Most of the houses are wooden, a few are solidly built.
In particular, there are 7 households that are eligible for support to remove temporary and dilapidated houses, but are now located in areas at risk of landslides. In fact, 3 households have had their houses flooded by rocks and soil, while the remaining 18 households are at high risk.
Mr. Hoang Van Ngon, Vice Chairman of Nghien Loan Commune People's Committee, said: Immediately after the heavy rain on the night of August 14 and the morning of August 15, the commune sent forces to inspect the situation; discovered 3 large landslides on the mountainside above the residential area, threatening to directly affect 21 households. Faced with the dangerous situation, the commune mobilized and moved households to temporary shelter at the school and the Nam Vam Village Cultural House, about 1km from the high-risk area. At the same time, it continuously propagated and advised people to absolutely not return to the dangerous area when there was heavy rain. However, this was only a temporary solution.

Need long term solution
In response to the above incident, Nghien Loan Commune People's Committee issued Document No. 150/BC-UBND dated August 20, 2025 reporting to the Provincial People's Committee and relevant departments and branches, and proposed to build a resettlement area at Na Chao hill, Nam Vam village, about 800m from the landslide site. The planned area is about 1.5ha, the terrain is relatively flat, with the ability to connect traffic, electricity and water sources from both ends of the stream.
The advantage is that the new location is not too far from the old residence, helping people continue agricultural production and livestock raising without major disruption. Welfare facilities such as schools and cultural houses can still be used together, without having to invest in new ones.
However, the current difficulty is that the planned area is not yet included in the land use plan and the commune does not have the funding to implement it, while most of the households that need to be relocated are poor and unable to build new houses themselves.
According to Mr. Dam Van Tuc, Head of Nam Vam Village, although people are currently being provided with temporary accommodation, it is only a temporary solution. As the new school year approaches, classrooms must be returned to the school to receive students, making the pressure on people's accommodation even more urgent. In the long term, without support from the State and relevant agencies, relocation and resettlement will be difficult to implement. Households in areas at high risk of landslides hope that the State will soon take measures to ensure safety and promptly support people to stabilize their lives and work with peace of mind.
The risk of landslides in Khuoi Boc is present, so authorities at all levels and sectors need to soon have a plan to arrange resettlement and move people to a safe place to stabilize their lives.
