
Full force to eliminate temporary housing
In the period of 2023 - 2025, in the city, more than 2,500 poor households, near-poor households, policy families, and meritorious people will have access to the policy credit loan program to eliminate temporary and dilapidated houses.
In Dong Giang commune, the whole commune has 353 households approved for support to remove temporary houses, of which 210 households have access to preferential credit capital from the Social Policy Bank, with a total amount of more than 8.1 billion VND. State support combined with policy loans helps households have more funds to build more solid houses, meeting basic living conditions.
Mr. Da Lay Luc, Vice Chairman of Dong Giang Commune People's Committee, said: "Policy credit capital has become a "lever" to help poor and near-poor households have access to resources to build and repair houses. In particular, preferential loans with low interest rates and suitable terms help people reduce financial burdens, have the ability to repay debts and feel secure in settling down. This is a premise to reduce the rate of poor households and households falling back into poverty in the area."
According to the report of the City People's Committee, the total budget for implementing the program to eliminate temporary and dilapidated houses throughout the area (excluding credit capital) is nearly 705.9 billion VND, of which mobilized sources are more than 136.5 billion VND.

During the implementation process, local agencies, units, businesses and communities also supported construction materials, transportation costs and nearly 6,200 working days. Some sponsors directly supported households in building houses or contributed additional funds along with support sources according to city regulations; integrated through relief and social security activities.
Alternate member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet said that in the period of 2023 - 2025, all levels, sectors, localities, organizations, businesses, philanthropists and people from all walks of life have joined hands to implement with the spirit of solidarity, "mutual love and support", "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has little helps little, whoever has a lot helps a lot".
Thereby, many resources have been mobilized to support the construction and repair of 12,298 houses for poor households, meritorious people, and policy families with the State budget.
The city has committed to the Prime Minister to complete all houses supported under the temporary housing elimination program before August 31, 2025.
Flexible in direction and operation
In the initial phase of the program, Quang Nam province (old) faced many difficulties, but after only 3 years, 10,261 houses were completed for poor households, policy families, and meritorious people.

Comrade Luong Nguyen Minh Triet acknowledged that this achievement came from the high political determination associated with the responsibility of the leaders, from the city to the villages and residential groups. Notably, the clear assignment of people and tasks, close to the locality and reality, has helped localities promptly overcome difficulties to speed up the progress and workload.
“In the process of implementation, local Party committees and authorities have been creative and flexible in their approach and put the interests of the people first. Typically, they have been flexible in resolving planning and land issues when building houses for households; exploiting local construction materials to solve difficulties with sand and gravel in mountainous areas; mobilizing the army, police, youth and communities to reduce working days…”, comrade Luong Nguyen Minh Triet shared.
According to comrade Luong Nguyen Minh Triet, although the task of eliminating temporary houses has been basically completed, the reality of housing difficulties still exists, especially in mountainous areas. Therefore, localities must not take it lightly, must regularly pay attention to social security work, ensuring that people do not live in temporary or dilapidated houses.
“Local Party committees and authorities continue to propagate and mobilize people to organize the construction, repair and reinforcement of their own houses to ensure durability and safety. At the same time, continue to call for, mobilize, receive and allocate funding to support the elimination of temporary and dilapidated houses arising after the end of the Program, including support for the construction of Great Unity houses from the “For the Poor” Fund,” Comrade Luong Nguyen Minh Triet requested.
Comrade Luong Nguyen Minh Triet also expressed his hope that, promoting the achievements and experiences in implementing the program to eliminate temporary and dilapidated houses in the 2023-2025 period, in similar programs in the coming period, the entire city's political system needs to continue to pay attention and do better to ensure social security, sustainable poverty reduction, improve the quality of people's lives, and strengthen people's trust in the Party and State.
