Provincial People's Committee requests to pilot many policies for Moc Bai Border Gate Economic Zone

The Provincial People's Committee has submitted a document requesting the Central Government to apply many mechanisms and policies to Moc Bai Border Gate Economic Zone to create attractiveness for investors, especially strategic investors.

According to information from the People's Committee of Tay Ninh province, the Provincial People's Committee has submitted a document and is waiting for the Central Government to appraise the pilot project of a number of mechanisms and policies applicable to Moc Bai Border Gate Economic Zone.

Accordingly, in the development orientation of Moc Bai Border Gate Economic Zone, the province prioritizes the transformation of the development model to an advanced, green, sustainable model; focusing on attracting investment capital from all sectors, especially from strategic investors, leading enterprises, and large corporations. Striving to develop Moc Bai Border Gate Economic Zone into an urban industrial service and logistics center with the application of outstanding new institutions, mechanisms, and policies.

One of the pilot mechanisms and policies that the Provincial People's Committee has submitted includes the selection, incentives and responsibilities of strategic investors.

In particular, the province proposed to issue a list of priority industries to attract outstanding strategic investors such as innovation centers, research centers, logistics centers, dry ports, hotels, tourist areas, high-end resorts and comprehensive entertainment.

At the same time, develop criteria to identify strategic investors based on financial capacity and capacity to implement similar projects for priority attraction sectors. When investors must commit to implementing projects in the priority attraction list, they must disburse investment capital within 5 years, advance funds to the state to implement compensation, support resettlement, etc.

Regarding decentralization of state management in the field of planning, Tay Ninh also proposed that for areas with a scale of less than 500 hectares and the planning adjustment does not significantly change the urban development orientation, the Chairman of the Provincial People's Committee shall approve the adjustment task and the project to adjust the general urban construction planning after being approved by the Government. At the same time, the Chairman of the Provincial People's Committee shall be responsible before the law for his/her decision.

Regarding the policy of attracting high-quality human resources, the province proposed visa exemption for foreigners traveling to Vietnam at Moc Bai border gate economic zone with a temporary stay of 30 days; visa exemption for foreign workers working in this economic zone for 5 years, with consideration for extension.

The Provincial People's Committee also proposed to retain 100% of the revenue to be paid to the Central budget, including import-export revenue, to invest in developing infrastructure systems and technical infrastructure systems connecting to the economic zone.

Most recently, the Provincial People's Committee directly surveyed the Moc Bai Border Gate Economic Zone. At the working session with departments and branches, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Ut requested the Provincial Department of Finance to assign a working group to directly monitor information on the appraisal of these policies from ministries and branches and request the Department of Construction and related branches to organize the announcement of the planning of the Moc Bai Border Gate Economic Zone approved by the Prime Minister.

Moc Bai International Border Gate plays an important role in connecting the Vietnamese and Cambodian economies. This is an international road hub directly connecting Ho Chi Minh City, Dong Nai with Phnom Penh, Cambodia. In recent years, import and export activities, import and export turnover at Moc Bai Border Gate Economic Zone accounts for more than 36% of the total turnover of the two countries. Located about 70km from Ho Chi Minh City, about 170km from Phnom Penh, the capital of Cambodia and on the Trans-Asia Highway, Moc Bai International Border Gate is also a major international tourist gateway, with an average of over 2 million people passing through this border gate each year.

Moc Bai Border Gate Economic Zone was established under the Government's decision in 1998, with an area of 21,284 hectares. Currently, the land area put into exploitation and use is 15%. As of March 2025, Moc Bai Border Gate Economic Zone has attracted 60 projects, including 26 FDI projects and 34 domestic investment projects with a total registered capital of more than 470 million USD and more than 8,500 billion VND.

With a particularly important role, however, currently, Moc Bai Border Gate Economic Zone is only applying common mechanisms and policies according to the Government's Decree on the management of Industrial Parks and Economic Zones, which has not created attractiveness for investors, especially strategic investors./.
