Fulbright University Vietnam has its first female President

July 10, 2025 marks an important milestone in the history of Fulbright University Vietnam when Dr. Dinh Vu Trang Ngan, an economist and veteran member of the academic leadership team, officially assumes the role of President of the school.

Dr. Trang Ngan will succeed Dr. Scott Fritzen, who stepped down as Provost on June 30, 2025.

Born in Hanoi, Dr. Trang Ngan has had a remarkable academic journey. She graduated from prestigious universities such as Bates College, the University of Chicago, and the University of Cambridge. She was a lecturer in Economics at Bates College before returning to Vietnam and joining the Fulbright Economics Teaching Program in 2008 – the predecessor of Fulbright University Vietnam.

Since Fulbright University was established in 2016, Dr. Trang Ngan has contributed to the creation and development of undergraduate programs based on the liberal arts, science and engineeringeducation model.

With her extensive experience and understanding of the US higher education system, she has contributed to shaping an advanced learning environment where students are encouraged to think critically, explore their potential and develop comprehensively.

Prior to her appointment as Principal, Ms. Ngan held the position of Vice President of Student Affairs of the school.

Sharing about the appointment decision, Dr. Trang Ngan expressed her honor and deep emotion: "I feel extremely honored and moved by the trust that the Board of Trustees has placed in me.

The opportunity to study in the United States changed my life. I have dedicated my career to creating innovative educational opportunities right here in Vietnam, helping Vietnamese students gain the knowledge and skills to thrive in a world of change and opportunity."

Regarding the priorities in her new role, Dr. Ngan emphasized: "My top priority as president is to ensure that Fulbright University Vietnam's key academic programs have adequate resources to develop and expand."

She also pointed out the immediate priorities such as attracting and developing a team of highly qualified lecturers, providing scholarships to support students, and accelerating the completion of the official campus at the Ho Chi Minh City High-Tech Park. These are key factors for Fulbright to continue to improve the quality of training and become a leading educational center in the region.

In the context of the rapidly evolving Artificial Intelligence (AI) revolution, Dr. Ngan affirmed Fulbright University’s responsibility to equip students with the knowledge and skills needed to succeed in a world profoundly impacted by AI. The recent establishment of the Fulbright Institute for Artificial Intelligence is a clear demonstration of this effort.

The AI revolution is in full swing, and Dr. Ngan believes that Fulbright University Vietnam has a responsibility to ensure that all students are equipped to succeed in a world where AI impacts every aspect of life.

She hopes to promote the expansion of AI-related academic programs at Fulbright University as well as support the implementation of new undergraduate programs in AI and business, strategic and priority areas of the school to equip students with a solid foundation in any field they choose to pursue.

In addition to focusing on undergraduate programs, Dr. Trang Ngan is also committed to supporting the development and expansion of undergraduate and graduate programs. She considers the Fulbright School of Public Policy and Management (FSPPM) her “first academic home,” sharing that the field of public policy “has always held a special place in my heart.”

Noting that Vietnam is “at a turning point in its development”, Dr. Trang Ngan stressed: “FSPPM’s commitment to training public sector professionals and promoting research-based policy dialogue has never been more necessary. As Rector, I look forward to supporting my colleagues at FSPPM in developing new initiatives to enhance the school’s impact.”
