Construction of the 500 KV Lao Cai - Vinh Yen (Phu Tho) power line is in full swing.

After nearly 4 months of implementation, the project has basically completed site clearance, contractors are speeding up construction progress, striving to turn on electricity on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

Difficulty upon difficulty

To improve the power supply capacity for the Northern Delta provinces, immediately after completing the 500 kV line circuit III Quang Trach ( Quang Binh ) - Pho Noi (Hung Yen), Vietnam Electricity Group promptly submitted to the Government the 500 kV line project Lao Cai - Vinh Yen (Phu Tho).

According to Mr. Bui Phuong Nam, Director of the Power Project Management Board 1 (the project investor), the mountainous area of the Northwest has a high slope. The surface is mostly clay, without a stable structure, and just a rainstorm will cause it to subside. Some areas that have just been filled and reinforced will subside again when it rains.

Only by going directly to positions 93, 130, 140 on Lao Cai axis in Thuong Lam and Luc Yen communes can one fully appreciate the difficulties that the line workers have gone through. The only road leading to the foundation column 140 in Na Kha village, Luc Yen commune is only about 2 meters wide, enough for a truck or crawler vehicle. The road surface is broken and bumpy, and it takes nearly 2 hours to climb from the foot of the hill.

Local people donated their garden land for the contractor to build a temporary road for vehicles to transport materials. Supporting the project were soldiers from Regiment 174, Division 316 (Military Region 2) to build the road and transport supplies and materials to the foot of Column 140.

Mr. Van Minh Tam (Hung Anh Company), the project manager, shared: “Workers work in poor conditions, even drinking water has to be carried in cans one by one…”.

Mr. Bui Quang Canh, Director of Power Construction Company 4, sweaty and with a dark face, said: "For 3 months, staff and workers have been working hard at the construction site, taking advantage of every hour to speed up progress."

Difficulties piled up, but along the power line, the competitive atmosphere was as lively as the 500KV circuit 3 power line project that was vividly reenacted. Only work, no backtracking, eating and sleeping quickly, working overtime, working shifts, working holidays with the highest determination for the day of power connection.

The lesson of solidarity - internal strength - determination is once again re-enacted in the construction project of the 500KV Lao Cai - Vinh Yen ( Phu Tho ) power line.

With special attention from the Government, the Prime Minister, relevant ministries and branches, the project was developed, appraised, submitted and decided on for investment in the shortest time. After only 3 months, on October 26, 2024, in Decision No. 1274-QD/TTg, the Prime Minister approved the project with a total investment of 7,410 billion VND, a route length of more than 300 km.

Mr. Truong Huu Thanh, Deputy General Director of the National Power Transmission Company, said that this is a particularly important project for the national power system, aiming to relieve the capacity of hydropower plants in the Northwest region and reserve power transmission purchased from neighboring countries.

The project also ensures the goal of national energy security, providing enough electricity for the economy, especially for the development of industrial zones in the Northern provinces in general. The project was launched by the Prime Minister on March 16, 2025 and required to be completed on August 19, 2025, making achievements to celebrate the 80th anniversary of the August Revolution and National Day September 2.

The project has passed through 31 communes in Lao Cai and Yen Bai provinces (old); 18 communes in Vinh Phuc (old) and Phu Tho. Determining that site clearance must come first to create momentum for the following tasks, the leaders of the four former provinces, now Lao Cai and Phu Tho, have issued directives and resolutions to lead the implementation.

In the areas of communes with difficulties, local Party committees and authorities joined in with working groups. The provincial Party Secretary and Chairman went to the people, grasped their aspirations; together with the investor and EVN, satisfactorily resolved the people's interests. Notably, the old Lao Cai province handed over 100% of the land before the Lunar New Year of At Ty.

When the whole apparatus got involved and operated smoothly, 100% of the communes with the power line passing through had completed site clearance. The drastic approach, with supervision, reporting, inspection and operation of the mechanism to resolve any problems, with meetings held every 2 days, brought unexpected results to the 500KV Lao Cai - Vinh Yen (Phu Tho) project.

Speed up construction progress

Having anticipated all the difficulties of the 500 KV Lao Cai-Vinh Yen (Phu Tho) transmission line project, Vietnam Electricity Group promptly approved the project, assigning the Power Project Management Board I, an experienced unit, to be the investor.

In addition, the Group also increased the number of young, enthusiastic, qualified and capable staff for the project. “The project management board has coordinated with relevant units to proactively develop plans, from site handover, consulting, design, to bidding, ensuring strictness, preventing negativity, corruption and waste” - said Mr. Bui Phuong Nam, Director of the Power Project Management Board I.

Up to now, nearly 100 thousand tons of stone, cement, and steel have been gathered at the foot of the construction site (foundation columns). The contractor is taking full advantage of sunny days to transport materials and raw materials to the column erection locations.

Vietnam Electricity Group has worked with Military Region 2 to request additional personnel to support road construction and assembly stations. In addition to 2,000 officers, workers and employees of the electricity industry and contractors, there are currently nearly 400 officers and soldiers of Division 316 (Military Region 2) on duty at the construction site, ready to participate in rescuing vehicles carrying raw materials through high passes and deep ravines.

Mr. Dang Hoang An, Chairman of the Board of Members of EVN Group, said that there is not much time left to connect the power and bring the project to completion. EVN has thoroughly instructed all officers and workers at the construction site not to be complacent and complacent, but to be proactive in dealing with possible bad weather scenarios. Units are focusing all resources, organizing scientific construction with a fierce spirit and the highest determination to soon complete technical acceptance and inauguration in mid-August.
