Perfecting specific mechanisms and policies
The 2025 work program of the old Dong Thap Provincial Steering Committee set out 27 key tasks and 3 regular tasks. In the first 6 months of 2025, 12 key tasks were set out, with 6/12 tasks completed and 6/12 tasks being implemented, of which 1/12 tasks are awaiting instructions from the Central Government. Regarding the 2025 work program of the Tien Giang Provincial Steering Committee (before the merger), 45 key tasks and 3 regular tasks were set out. In the first 6 months of 2025, 26 key tasks were set out, with 22/26 tasks completed; 2/26 tasks are being implemented; 1/26 tasks are awaiting instructions from the Central Government.
In general, the implementation of Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in Dong Thap in recent times has achieved positive results, demonstrating the proactiveness, determination and efforts of the Provincial Party Committee, the Steering Committee and all levels, sectors and localities.
At the same time, activities to promote science, technology, innovation and digital transformation in enterprises are of interest through policies to support small and medium enterprises. The signing of a three-way cooperation agreement with Ho Chi Minh City National University and Vinh Hoan Company, identifying 10 specific science and technology tasks, shows the close connection between the state, scientists and enterprises to solve practical problems.
Dong Thap province is developing an action plan with the target of budget expenditure for science, technology, and innovation reaching at least 1% of total local budget expenditure and the ratio of expenditure for science, technology, innovation, and digital transformation reaching 2% of GRDP, demonstrating a strong commitment to investment resources for this field...
In the coming time, Dong Thap province will focus on perfecting specific mechanisms and policies to serve the development of science, technology, innovation and digital transformation. The focus is on developing human resources in information technology at the grassroots level, training digital skills for officials and implementing specialized training on AI (artificial intelligence), IoT (Internet of Things), AR (augmented reality), VR (virtual reality), Big Data (big data)...

Building a special topic on strategic breakthroughs in science and technology
Speaking at the meeting, Dong Thap Provincial Party Secretary Le Quoc Phong emphasized that in the coming time, it is necessary to urgently work with Ho Chi Minh City National University to implement a cooperation program on biotechnology. It is necessary to soon establish a research group, an interdisciplinary working group, operating under the "3 houses" mechanism: State - Scientists - Enterprises to concretize the program into practical projects, directly serving the development of the province's strengths.
Provincial Party Secretary Le Quoc Phong proposed to study and assign a group to develop a thematic report on implementing the province's strategic breakthroughs in the period of 2025 - 2030. Establish an advisory council on science, technology and digital transformation in the province. This council will be a direct consultation channel for provincial leaders, meeting once a month, creating a mechanism for scientific criticism and promoting the connection between researchers and managers.
Relevant sectors should proactively propose policies to honor and recognize scientists, inventors, and research groups that have contributed to the development of the province. The screening and honoring of outstanding ideas and initiatives should be organized annually, in conjunction with policies to support research and commercialize research results to create a dynamic and focused innovation ecosystem. There must be dynamic groups and core groups in science and technology to lead the development.
From now until the end of 2025, industries and research institutions will research topics, identify key tasks for 2026, and have a longer-term vision, serving the entire 2025 - 2030 term. Open up creative space, favorable conditions, remove barriers in financial mechanisms, payment and administrative procedures, so that scientists can focus on research and application.
Regarding digital transformation, Dong Thap Provincial Party Secretary Le Quoc Phong requested special attention to the province's two public administrative centers and public administrative service centers of 102 communes and wards. It is necessary to ensure synchronous and adequate equipment, especially in remote localities - where people need more convenient service.
Along with that, it is necessary to quickly form a team to respond quickly to technical incidents, divided equally into each area to handle them promptly, limiting interruptions in administrative activities. In particular, it is necessary to promote the digitization of all documents and specialized databases, moving towards a shared database for the whole province - as a foundation for analysis, forecasting, smart management...
