
In mid-July, a working group from Duc Quang commune (merged from 3 communes: Quang Vinh, Bui La Nhan and Yen Ho of the old Duc Tho district) conducted a survey and determined the preliminary volume of land within the scope of influence of the high-speed railway project on the North-South axis through the locality.
According to research, the high-speed railway project on the North-South axis passing through Duc Quang commune has a length of 3.9 km, requiring the acquisition of nearly 29 hectares of various types of land, of which 17 households must be relocated. The commune plans to build a resettlement area with an area of 1.2 hectares in the Ao Lang area - next to the Trung Nam Hong village assembly hall.

In addition to the preliminary review of the land clearance volume, Duc Quang commune authorities also grasp the thoughts and aspirations of households affected by the project, especially those expected to be relocated and resettled.
According to Mr. Dang Giang Trung - Secretary of the Duc Quang Commune Party Committee, to serve the site clearance work of the high-speed railway project on the North-South axis passing through the area, up to now, the commune has established a Site Clearance Compensation Council, conducted field surveys, created planning maps and disseminated to the people about the benefits of the project.

Meanwhile, according to preliminary determination of Ha Huy Tap ward, the high-speed railway project on the North-South axis passes through the area for 9.1 km, affecting 1,028 land plots with an area of about 71 hectares, of which 207 households must be relocated.
Not only is the volume of land acquisition and clearance large, affecting many households, but the land in Lien Vinh residential area, Ha Huy Tap ward, formerly Thach Dai commune, Ha Tinh city, was also proposed by the Department of Construction to be selected as the first resettlement area to complete the procedures, eligible for the groundbreaking ceremony on August 19 as required by the Government.
The resettlement area has an expected scale of about 6 hectares in Lien Vinh residential area, in accordance with the planning and current land use status, mainly public land managed by the locality, ensuring construction progress.
Currently, Ha Huy Tap ward has also established a Compensation Council for Site Clearance and conducted a preliminary inventory of the volume of land area, architectural works, and technical infrastructure within the scope of influence of the high-speed railway project on the North-South axis passing through the area.
“According to preliminary calculations, the amount of work required to serve the site clearance for the high-speed railway project on the North-South axis that the ward needs to carry out is quite large. After being established, the ward’s site clearance compensation council met and made a specific plan for the important tasks that need to be carried out,” said To Thai Hoa, Chairman of the People’s Committee of Ha Huy Tap Ward.

Based on the contents of the Provincial People's Committee on the issuance of the land acquisition and compensation plan, coordinating the implementation of the project and exploiting land funds in the vicinity of railway stations of the high-speed railway project on the North-South axis, Ky Xuan commune - the locality expected to have 4.7 km of the project passing through - has also proactively established a Steering Committee and a Land Acquisition and Compensation Council.
Chairman of Ky Xuan Commune People's Committee Le Tai Tuan said: The locality has organized a meeting, inviting relevant parties to present the route direction on cadastral maps and Google Earth satellite images to preliminarily determine the scope of land acquisition, list of households, assets, constructions, graves, and trees within the affected area.
Along with that, we have organized a review, counting, and preliminary determination of the volume of land acquisition, resettlement needs, cemetery relocation, power line relocation, and other works to send a summary to the Department of Construction and related units.

According to the Ha Tinh Department of Construction, the high-speed railway project on the North-South axis passes through 18 communes and 5 wards of the province with a total length of about 103.42 km. On the section passing through Ha Tinh, there are 3 stations (2 passenger stations, 1 freight station).
Up to now, the Standing Committee of Ha Tinh Provincial Party Committee has established a Steering Committee for project site clearance with Secretary of the Provincial Party Committee Nguyen Duy Lam as Head of the Committee, Chairman of the Provincial People's Committee Vo Trong Hai as Permanent Deputy Head of the Committee, and Vice Chairmen of the Provincial People's Committee as Deputy Heads of the Committee.
The Provincial People's Committee has assigned specific tasks to each relevant department, branch, unit, and locality to implement site clearance work, detailed plans for the construction of resettlement areas, striving to hand over at least 80% of the site clearance area to investors by December 2026.
Deputy Director of the Department of Construction Le Anh Son said: Implementing the direction of the Provincial Party Committee, the Provincial People's Committee and the Steering Committee, the Department of Construction coordinated with departments and localities where the project is expected to pass through to organize a review, count, and determine the preliminary volume of land acquisition, resettlement needs, cemetery relocation, power line relocation and other works.

According to preliminary statistics, Ha Tinh has to reclaim nearly 765 hectares of land of all kinds, of which about 84.3446 hectares are residential land. The province plans to build 35 resettlement areas to serve the relocation and resettlement of people. However, to have the most accurate statistics, the province is assigning departments and branches to coordinate with localities to continue reviewing and correcting resettlement needs as a basis for proposing and selecting locations and construction scale of resettlement areas.
Localities focus on doing a good job of propaganda and mobilization so that people understand and agree to hand over the site, contributing to speeding up the construction progress of the high-speed railway on the North-South axis, creating momentum for socio -economic development of the province.
