On the afternoon of July 15, the National Cyber Security Association (NCA) held a conference to review the work of the first 6 months of 2025, and at the same time announced the decision to establish the Southern Branch and launch the Vietnam Cyber Security Magazine.
The event was attended by General Luong Tam Quang - Politburo member, Minister of Public Security, Chairman of the National Cyber Security Association; along with leaders and representatives of central departments, ministries and branches.
Speaking at the conference, General Luong Tam Quang assigned the National Cyber Security Association the task of continuing to proactively participate in creating a comprehensive, humane, and sustainable cybersecurity ecosystem in the coming time.
"It is necessary to clearly define the core mission of the Association: "Connecting forces - Spreading knowledge - Promoting innovation - Protecting national digital sovereignty ". In that spirit, the Association will continue to be a reliable bridge between the State, businesses, and experts; a core social force contributing to creating a safe and sustainable digital environment for the country" - General Luong Tam Quang emphasized.

Cybersecurity is central to building digital trust
The year 2025 marks an important turning point for the country, when institutional reform, digital transformation and international integration are strongly promoted.
Cyberspace has become an essential infrastructure for all activities of national life. However, the rapid development of technology also poses challenges to network safety and security such as: organized attacks, personal data leaks, information manipulation, etc.
Following the direction of the Party, State and Ministry of Public Security leaders, in the first 6 months of 2025, the National Cyber Security Association has carried out many tasks.
Regarding policy and law development, the Association has actively participated in providing comments on important legal documents, notably the Draft Law on Personal Data Protection. At the same time, the Association is also proactively researching and providing comments on the Draft Law on Cyber Security 2025, following the direction of merging the Law on Cyber Security 2015 and the Law on Cyber Security 2018.
Key areas of work such as policy consultation and criticism, training and product development, communications and foreign affairs, and preparations for the signing ceremony of the Hanoi Convention were all implemented on schedule.
Regarding capacity training and awareness raising, the Association has deployed the online training platform nCademy - Digital Academy on cybersecurity and digital transformation, contributing to raising awareness, skills and developing high-quality human resources.
The Association also officially established the Vietnam Cyber Security Magazine – a specialized media outlet on cyber security. At the same time, the “Press Talkshow” series has also become a regular forum for professional exchange, promoting dialogue and spreading awareness of cyber security in the community.
Launch of Southern Branch
At the Conference, the National Cyber Security Association announced the Decision to establish the Southern Branch, appointing Major General Le Minh Manh - former Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention - to hold the position of Branch Chairman.
The establishment of the Southern Branch demonstrates the Association's orientation to expand its scope of operations, increase its presence and connectivity in the southern key economic region - where many technology enterprises, industrial parks and large data centers of the country are concentrated.
This is also a concrete step to realize the policy of developing a comprehensive cybersecurity ecosystem, connecting the central and local levels in the cause of protecting national digital sovereignty.

Launch of Vietnam Cyber Security Magazine
Within the framework of the event, the National Cyber Security Association also officially launched Vietnam Cyber Security Magazine - the official mouthpiece of the Association at: https://tcanninhmang.vn
The magazine has the function of propagating and disseminating the Party's guidelines and policies and the State's laws on cyber security; reflecting current issues, warning of risks and spreading in-depth knowledge in the field of cyberspace protection.
Currently, VNPT Group is supporting Vietnam Cyber Security Magazine to build technology infrastructure, system security and operating human resources.
