This is a key activity to accompany the government and people nationwide in the context of rearranging commune-level administrative units according to a 2-level model.
The nationwide program to launch youth volunteer teams to support the operation of two-level local governments and provide online public services at the grassroots level will take place for two months, from July to the end of August 2025.
On the morning of July 7 alone, more than 4,800 teams with nearly 241,400 union members and youths simultaneously took action in 3,321 communes, wards and special zones nationwide. Along with that, 728 "Green Summer" volunteer student teams from 286 universities and colleges were also present in the localities.
The Central Youth Union clearly identified priority resources for 286 communes, wards and special zones associated with the border. These are residential areas that require close coordination between Youth Union chapters at all levels to ensure operational efficiency.
Based on Conclusion No. 174-KL/TW of the Politburo , the Central Youth Union Secretariat has directed provinces and cities to review actual needs to establish youth volunteer teams to support the operation of the new model in border localities.
Immediately after the launching ceremony, youth volunteer teams quickly deployed direct support activities at public administrative centers and one-stop shops in communes, wards and residential areas.
In Hanoi , in addition to guiding people to use online public services effectively, the teams also organize digital skills training classes for young people throughout the city.

Speaking at the launching ceremony, Mr. Nguyen Minh Triet, Secretary of the Central Youth Union, Chairman of the Vietnam Student Association, said that with the spirit of "Youth must be a pioneering, creative force, ready to take on new tasks", the Youth Union and young people across the country have been actively participating in the country's key tasks. In particular, the Youth Volunteer Team supporting information technology launched today is a clear demonstration, a force directly accompanying the authorities at all levels, supporting people to access technology, master online public services, contributing to realizing the goal of building a modern, effective, efficient administration, serving the people better.
According to Mr. Nguyen Minh Triet, with the motto "Understanding the area - Solid technology - Dedicated support - Effective dissemination", the youth volunteer teams will focus on implementing practical activities such as: supporting local authorities to update, clean, and synchronize population data and administrative data after the merger; guiding people to use online public services, VNeID electronic identification accounts and population digital applications; training digital skills for grassroots officials; organizing mobile technology consulting points; coordinating communications to raise awareness of digital transformation in the community.
Thereby, the teams are expected to become "community digital engineers" accompanying the government and people at the grassroots level in the digital transformation process, contributing to building a modern, transparent and effective administration.
Emphasizing that the launching ceremony of the youth volunteer force to support information technology is not only a key activity in the 2025 Summer Campaign, but also a step to concretize the major policies of the Party and State, Mr. Nguyen Minh Triet suggested that the Youth Union at all levels need to closely follow the direction of local Party committees and authorities and the orientation of the Central Youth Union, promptly identify the practical needs of each administrative unit after the merger; not to leave any delay in organizing activities to support people and local authorities.
At the same time, deploy activities with focus and key points, linked to specific areas and specific issues, avoiding formalities and spreading. Prioritize support for communes and wards with large areas, large populations, large volumes of administrative procedures, or places that still face difficulties in digital transformation.
In particular, building a team with high expertise, selecting union members and youth with IT capacity, digital skills, sense of responsibility and ability to work at the grassroots level. Strengthening training before the campaign to ensure uniformity in qualifications and implementation methods; focusing on communication work, raising public awareness of the meaning of digital transformation, and propaganda so that people understand, trust, agree and actively participate.
"In the context of the country entering a new era of development, young people need to clearly understand their special roles and responsibilities. Each member and young person is not only a simple technical support force, but also someone who spreads the spirit of innovation, bringing digital thinking and digital action to each community," Mr. Nguyen Minh Triet emphasized.

At the launching ceremony, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha and delegates were present at the Cau Giay Ward Public Administration Service Center to monitor the work of supporting people in carrying out administrative procedures; giving gifts to encourage youth volunteer teams participating in supporting the operation of two-level local governments and providing online public services at the grassroots level.
