Deploying the Information System for processing legal document recommendations

In order for the information system for handling legal document recommendations to operate effectively, the Prime Minister requested monitoring and urging the response and handling of feedback and recommendations, ensuring that no omissions or delays are made.

On June 16, 2025, Prime Minister Pham Minh Chinh signed Official Dispatch No. 89/CD-TTg to deploy the Information System for receiving and processing feedback and recommendations on legal documents.

The Prime Minister calls: Ministers, Heads of ministerial-level agencies; Chairmen of People's Committees of provinces and centrally run cities.

In order to continue to improve the effectiveness of receiving and handling feedback and recommendations on legal documents, contributing to perfecting institutions and enhancing capacity and responsibility for policy response, on February 5, 2025, the Prime Minister issued Decision No. 244/QD-TTg approving the Project "Application of digital technology in receiving and handling feedback and recommendations on legal documents" (hereinafter referred to as the Project).

To carry out the assigned tasks in Decision No. 244/QD-TTg, from May 31, 2025, the Information System for receiving and processing feedback and recommendations on legal documents (hereinafter referred to as the Information System) will officially be put into operation.

In order for the Information System to operate effectively, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to immediately implement the following contents: Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities determine that receiving and handling feedback and recommendations from individuals, agencies, organizations and enterprises on legal documents is an important task that needs to be resolved promptly in order to perfect the institution, actively contribute to the implementation of socio-economic development tasks, serving the interests of the people and the country; promote the responsibility of leaders, promote the responsibility of agencies, units and cadres and civil servants in the process of performing this task; regularly monitor and urge the response and handling of feedback and recommendations, ensuring no omissions or delays; in case of failure to respond or late response, they must bear responsibility according to the provisions of law.

Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities are responsible for directing: Implementing the linkage and integration of the Information System for receiving and processing feedback and recommendations on legal documents with the electronic information portals of ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities: to be completed before June 20, 2025; arranging human resources, funding and other conditions to ensure the organization, implementation and execution of the Project effectively, in accordance with requirements and progress.

Organize the reception, processing and response to feedback and recommendations according to the following principles: For feedback and recommendations within the authority, respond clearly and directly to the content of the recommendation within 15 days from the date of receiving the feedback and recommendations.

In case the feedback or recommendation is not within the authority to respond, it shall be forwarded to the competent authority within 2 working days from the date of receipt of the feedback or recommendation.

In case the feedback and recommendations are under the responsibility of many agencies, the agency in charge of reviewing the legal document (the agency that has advised on the issuance or the agency that issued the legal document with the feedback and recommendations) is responsible for coordinating with relevant agencies to respond.

The transfer of recommendations and reflections for request for coordinated response shall be carried out within no more than 2 days from the date of receipt of the feedback and recommendation.

The agency receiving the request for coordination in organizing research and coordination shall respond within 10 days. The coordinating ministry or agency shall be responsible for responding on time and with clear content; not responding in a general, irresponsible or evading manner; in case the ministry or agency consulted fails to respond or is slow to respond within the prescribed time limit, it shall be deemed to agree with the opinions and proposals of the consulted agency.

Documents responding to individuals, agencies, organizations, and businesses' reflections and recommendations on legal documents are presented in PDF file format.

Conduct the review and cleaning of information and data on documents on the National Legal Database: to be completed before September 1, 2025; regularly update complete and accurate information and data on documents on the National Legal Database as prescribed.

The Minister of Justice is responsible for: Presiding over the implementation of the Information System; coordinating with relevant agencies to organize propaganda so that individuals, agencies, organizations, and enterprises can use the Information System to reflect and make recommendations on legal documents that are contradictory, overlapping, or no longer appropriate.

Preside over and coordinate with relevant agencies and organizations to implement the Project and periodically report to the Prime Minister on the results of the Project implementation.

Guide, monitor and urge agencies to apply digital technology in receiving and processing information and feedback on conflicting, overlapping and no longer appropriate legal regulations; in case of problems arising, promptly report to the Prime Minister for consideration and direction.

Regularly summarize the situation of receiving and responding to recommendations and feedback from ministries, branches and localities; monthly report to the Prime Minister along with a report on the results of legal improvement, difficulties and obstacles of legal regulations as required in Resolution No. 27/NQ-CP dated February 7, 2025 of the Government on the regular meeting in January 2025 and advise the Prime Minister to take timely direction and urging measures, contributing to improving the effectiveness and efficiency of direction and administration.

Urge and guide agencies to fully and accurately update and review and clean up information and text data on the National Database of Laws according to regulations.

The Minister of Finance is responsible for directing: Arranging regular expenditures in the annual budget estimates for ministries, branches and localities to manage and operate the Information System and implement tasks on the basis of the Project approved by the Prime Minister in accordance with the provisions of law.

Urgently arrange the budget for 2025 according to regulations. Guide and coordinate with ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities, relevant agencies and organizations to prepare detailed annual budget estimates, ensuring the operation, management and use of the Information System effectively and in accordance with the law.

The Minister of Home Affairs is responsible for: Presiding over and coordinating with relevant agencies to research and develop criteria for scoring administrative reforms based on the results of receiving and handling feedback and recommendations on legal documents, ensuring a basis for scoring from 2025; adding the content of checking the reception and handling of feedback and recommendations on legal documents as one of the contents of checking public service in the activities of state administrative agencies.

Ministries and ministerial-level agencies shall assign legal organizations and People's Committees of provinces and centrally run cities shall assign the Department of Justice to act as the focal point and advise on the organization of receiving and handling feedback and recommendations on legal documents under their authority and responsibility for reviewing legal documents before June 20, 2025; periodically report monthly or unexpectedly to ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities on the implementation of this task at ministries, branches and localities.

Vietnam Television, Voice of Vietnam, Vietnam News Agency, news agencies, newspapers, Vietnam Federation of Commerce and Industry, and Associations are responsible for communicating so that people, businesses, agencies, and organizations know and proactively exploit and use the benefits of the Information System in the process of reflecting and making recommendations on legal documents.

Propose that the Supreme People's Court and the Supreme People's Procuracy coordinate with ministries and branches to operate the Information System effectively and smoothly; the Central Committee of the Vietnam Fatherland Front and member socio-political organizations propagate so that members, people, agencies and organizations know and use the utilities of the Information System in the process of reflecting and making recommendations on legal documents.

Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities shall organize the dissemination and serious implementation of the assigned tasks in this Official Dispatch; report to the Prime Minister and Deputy Prime Minister in charge on arising issues within their authority (if any).

The Government Office proactively and regularly monitors and urges ministries and agencies to perform tasks assigned by the Government and the Prime Minister./.
