In particular, the task of organizing congresses in new communes after the merger is not merely an administrative task, but also has strategic significance in the process of innovating the Party's organizational model and leadership methods, in line with the new development vision, integrating advantages from three ecological regions: highlands - midlands - coastal areas.
Transformation not only of organization, but also of leadership thinking
Speaking at a working session with leaders of Lam Dong Provincial Party Committee, General Secretary To Lam emphasized: "This Party Congress at all levels is not only a transition in organization, but also a transition in leadership thinking, governance model and action methods suitable for a new administrative entity, larger, more complex and more opportunity-rich."
Therefore, organizing the Party Congress at the commune level for the 2025-2030 term after the merger is considered an important political task of the Party Committees of 124 communes, wards and special zones in the whole province. This is an important step, laying the foundation for the sustainable development of the new administrative units. The congress documents, Party committee personnel, organizational structure and methods of operating the local political system need to be designed scientifically, creatively and in accordance with new requirements.
In order to promptly resolve difficulties and support localities in preparing for the congress, the Standing Committee of Lam Dong Provincial Party Committee has established working groups and delegations of the Standing Committee of the Provincial Party Committee, headed by leaders of the Provincial Party Committee, People's Council and People's Committee, to directly inspect and work with the new communes after the merger. On that basis, many valuable recommendations and suggestions have been made, especially regarding the work of drafting documents, arranging personnel and development orientation, and preparing most carefully for the successful congress at the commune level.
The arrangement of commune-level administrative units is not only to adjust the boundaries and reorganize the apparatus, but also an opportunity to maximize potential and advantages, strengthen regional connectivity and increase development resources. Therefore, the Provincial Party Committee also directed that the political report must be raised to the same level as the district level, with a long-term vision and clear strategy, not just a mechanical addition of the old units.
Pursuant to Directive No. 45-CT/TW dated April 14, 2025 of the Politburo, the organization of the Party Congress at the commune level for the 2025-2030 term must be closely linked to the general development orientation of the entire political system. The congress documents must be concise, easy to understand, easy to remember, easy to do and easy to check. At the same time, it is necessary to identify the direction, key tasks, feasible solutions and discuss and contribute opinions to the draft documents of the 14th National Party Congress and the documents of the congress at the next higher level.
In particular, this time, personnel work must be carefully prepared, ensuring that it is in accordance with principles, objective, impartial and scientific. As the General Secretary directed: "We must ensure a harmonious combination between inheritance and innovation, absolutely not allowing the emergence of localism, regionalism or group interests. Qualities, capacity, prestige and the ability to perform tasks in the two-level government model are the highest criteria."
Directive No. 45 also requires that the Party Committee's personnel structure must be closely linked to the leadership of elected and administrative agencies at the same level, ensuring stability, succession and smooth operation immediately after the merger. In addition, it is necessary to focus on discovering and selecting cadres with scientific and technological qualifications, who are well-adapted to digital transformation and international integration.
For the merged commune party committees, the congress will carry out two main contents: Summarizing the implementation of the resolution for the 2020-2025 term on the basis of the communes before the merger; determining the direction and tasks for the new term 2025-2030, and at the same time contributing opinions to the draft documents of the higher level. The Party Committee will be directly appointed by the Standing Committee of the higher level Party Committee, to ensure stability during the transition period.
For communes that have not merged, if a congress has been held, the executive committee meeting will continue to be held to discuss documents of the higher-level congress. The Provincial Party Committee Standing Committee will direct the review and completion of the new term Party Committee personnel and the personnel of delegates to the higher-level congress in accordance with regulations and structure.
Integrated development space: From plateau to coast
A notable highlight in the orientation of General Secretary To Lam is the requirement that localities should not mechanically connect the old development orientations of the three provinces but should boldly establish a completely new development orientation, integrating diverse development spaces: from Lam Dong plateau, Dak Nong midland to Binh Thuan coast.
The congress documents must reflect strong development aspirations, clearly define goals for 2030 and vision for 2045, and at the same time point out bottlenecks that need to be removed, unleash new potentials, connect infrastructure, human resources, resources and technology to create a space for even and sustainable development.
One of the key tasks in the current period is to train and develop a team of cadres, civil servants and public employees to meet the requirements of the two-tier government model. Improving governance capacity and the ability to connect between Party - government - Fatherland Front agencies and mass organizations needs to be focused on right from the planning, training to appointment and rotation stages.
Commune-level cadres must truly be "both red and expert", capable of adapting to new realities and digital technology, capable of making policies at the grassroots level, and promoting the role of the Party's "extended arm" in all areas of socio-economic life.
The post-merger commune-level Party Congress in Lam Dong is not only a periodic political event but also an important turning point, marking a strong transformation of the Party and government apparatus in the context of deep integration and the need for comprehensive innovation.
With the spirit of proactiveness, determination, creativity, and synchronization in leadership and direction from the Central to local levels, with careful preparation of documents and personnel, we believe that the Party Congresses at the commune level in Lam Dong will be a great success, creating a solid foundation for rapid and sustainable development in the new period, contributing to the whole country's successful implementation of the Resolution of the 14th National Party Congress.
