Speaking at the closing ceremony of the 11th Central Conference this afternoon, General Secretary To Lam emphasized the tasks required by the Central Executive Committee, and immediately after the conference, Party committees at all levels, Party organizations, agencies, units, localities and leaders must implement them.
Organize commune and provincial congresses immediately after administrative unit arrangement
Party committees and organizations proactively and actively do a good job of disseminating, propagating, mobilizing, and orienting ideology in agencies, units, localities, and organizations as well as participating in orienting public opinion.
This aims to ensure solidarity, consensus and high unity among cadres, party members, civil servants, public employees, workers and people of all walks of life regarding the Party's major policies.

Party committees and localities focus on directing and drastically implementing tasks to reorganize and streamline the apparatus according to projects and plans approved by the Central Government.
The Central Committee noted that it is necessary to proactively handle tasks related to the arrangement, assignment, and use of cadres, civil servants, and public employees, ensure the retention of talented people, and effectively implement policies and regimes for those affected and affected; fully prepare legal bases and create the most favorable conditions for the arrangement. It is necessary to proactively plan the management, use, and handling of assets, offices, and official residences, and absolutely avoid loss, waste, and negativity.
Agencies, units and organizations before, during and after the arrangement must ensure continuous, smooth, efficient, effective and efficient operations, without interruption of work, without leaving any tasks, areas or fields vacant, and without affecting the normal operations of agencies, units, organizations and people.
Regarding the organization of congresses at all levels in merged and consolidated localities, the General Secretary said: "We organize congresses at the commune and provincial levels right after the arrangement of administrative units. Therefore, we need to lead and direct very closely to ensure that the congresses are in accordance with regulations and are substantive, not formal."
The Politburo will issue a new Directive to replace Directive 35, providing specific guidance on organizing congresses at all levels in the new spirit.
The General Secretary noted that regarding documents, the provincial level must soon supplement and complete the documents of its Congress based on the draft of the new Central Document. For provinces that are merged or consolidated, the Standing Committees must discuss with each other to develop documents for the new Provincial Congress.
The General Secretary suggested that documents must be developed in the spirit of the new province's "expanded development space". It is not a matter of mechanically aggregating documents from the old province into documents from the new province. Merged communes must also follow this spirit.
The Central Government will have guidance on personnel criteria when merging.
Regarding personnel, the General Secretary shared: "Many comrades are concerned about the issue of personnel arrangement when merging, consolidating and arranging personnel for the Congress. Central agencies will have specific instructions on criteria and standards. I suggest that the highest standard should be taken because of job requirements, then other criteria."
The Standing Committee of the provincial level (with mergers and consolidations) must discuss this issue thoroughly with each other, creating high unity in implementation, especially in arranging heads of agencies after the merger.

For issues that have not been agreed upon, members of the Politburo and Secretariat assigned to the area will provide guidance and direction. Provinces also need to assign members of the provincial Party Committee to provide guidance and direction for the Commune-level Congress.
The General Secretary also emphasized the need to ensure the roadmap, progress, and procedures (especially the process of collecting community opinions according to the grassroots democracy regulations) on amending the legal corridor, the time to end district-level activities, merge communes, and arrange and merge provinces as approved in the resolution.
In addition, the General Secretary also noted the need to organize major commemorative activities well in 2025, focusing on the 50th anniversary of national reunification; the 135th birthday of President Ho Chi Minh; the 80th anniversary of the August Revolution and National Day September 2, along with commemorative activities of each locality.
The Central Committee requested the Subcommittees preparing for the 14th Congress to promptly receive additional comments and complete the draft documents (especially the part on socio-economic development orientation for regions and localities after the merger) to send to the Party Congresses at all levels for discussion, comments, and continued completion of the draft documents. It is necessary to report to the Central Executive Committee at the 12th Central Conference so that cadres, Party members and people can discuss and give their opinions.
Immediately after this conference, the Central Steering Committee for the Summary of Resolution 18 will meet to specify the tasks to be done, develop plans and roadmaps for implementing tasks in the coming time, and assign members of the Politburo and Secretariat to direct, guide, inspect, and urge.
Also next week, the General Secretary said that the Politburo and the Secretariat will organize a national cadre conference to disseminate and unify the awareness and approach throughout the political system regarding the policies just approved by the 11th Central Conference...
"The work ahead is very complicated, the reality of life is urgent, the people and party members are waiting, the tasks ahead are very heavy and difficult. I think this is a great challenge, and at the same time an opportunity for each member of the Party Central Committee to demonstrate their sense of responsibility to the Party, the country, and the people," General Secretary To Lam expressed.
The Central Executive Committee believes that the entire Party, people and army will definitely overcome all difficulties and challenges and successfully fulfill the set goals, targets and tasks.
