The Ministry of Construction has just sent an official dispatch to the Ninh Binh Provincial People's Committee and the Vietnam Expressway Corporation (VEC) regarding the expansion of the Cau Gie - Ninh Binh expressway to a complete 6-lane scale.
According to the Ministry of Construction, the Road Network Planning for the 2021-2030 period, with a vision to 2050, has determined that the North-South Eastern Expressway (CT.01) section Cau Gie - Ninh Binh, 50 km long, will be invested before 2030, of which: the Cau Gie - Phu Thu section has a scale of 10 lanes; the Phu Thu - Ninh Binh section has a scale of 6 lanes.
Currently, the North-South expressway in the East, Cao Bo - Mai Son section, is being invested in expanding to a scale of 6 lanes; the Phap Van - Cau Gie section is being exploited with a scale of 6 lanes, and is studying the expansion plan according to the planning scale (10-12 lanes), leading to the Cau Gie - Ninh Binh (Cao Bo) section, which is being exploited with a scale of 4 lanes, being narrowed, with the potential risk of traffic congestion, so it is necessary to study and invest in expanding the Cau Gie - Ninh Binh expressway section.
The Ministry of Construction said that the Cau Gie - Ninh Binh expressway section is managed by VEC, collects tolls and has the authority to carry out expansion investment.
“Ninh Binh province is requested to work with VEC to study and mobilize investment capital to expand the Cau Gie - Ninh Binh section to a scale of 6 lanes. The Ministry of Construction will closely coordinate during the implementation process,” the Ministry of Construction’s dispatch stated.
In early June 2025, the People's Committee of Ninh Binh province sent an official dispatch requesting the Ministry of Construction to consider and report to competent authorities for permission to expand the Cau Gie - Ninh Binh section to a scale of 6 lanes, ensuring synchronous completion with the Hanoi Ring Road 4 Project.
According to Mr. Nguyen Cao Son, Vice Chairman of Ninh Binh Provincial People's Committee, the North-South Eastern Expressway plays a particularly important role in the socio-economic development and national defense and security of the country; in which the section passing through Ninh Binh province is 24.5 km long (including Cao Bo - Mai Son section and Mai Son - National Highway 45 section), after being put into operation, it has opened up new space, space, opportunities, and development momentum in the direction of "fast and sustainable" for Ninh Binh province.
Currently, the project to expand the North-South expressway in the East, Cao Bo - Mai Son section from 4 lanes to 6 lanes has been started (Ninh Binh Department of Construction is the investor), and is focusing on implementing the construction, the volume of work to date is estimated at about 15% of the contract value; the implementation progress is 24 months, determined to strive to complete and put the project into operation and use on the occasion of the anniversary of the Liberation of the South and National Reunification Day on April 30, 2026, shortening the construction time by about 10 months.
At the same time, the Mai Son - National Highway 45 section with a scale of 4 lanes without continuous emergency lanes has been of interest to the Ministry of Construction and included in the plan to report to competent authorities for permission to invest in expanding to a scale of 6 lanes.
The leaders of Ninh Binh Provincial People's Committee assessed that after completing the expansion of the Cao Bo - Mai Son expressway and putting it into operation, there will be a narrowing situation in the section from Cau Gie to Ninh Binh (Cao Bo) with a length of about 50 km because the current scale of this section is 4 lanes (the land has been cleared to accommodate 6 lanes according to the plan).
With the traffic volume on the North-South Expressway in the East continuously increasing, traffic jams often occur, especially on weekends, holidays and Tet, affecting people's travel, trade and socio-economic development of the region, including Ninh Binh province.
“To ensure smooth traffic, reduce congestion and traffic accidents, the synchronization of the scale of 6 lanes on the North-South expressway in the East from Hanoi to Ninh Binh province is necessary to serve the socio-economic development of the region and localities along the route, especially when merging the 3 provinces of Ha Nam, Nam Dinh and Ninh Binh”, the document of the Ninh Binh Provincial People's Committee assessed.
It is known that the Cau Gie - Ninh Binh expressway, about 50 km long, currently has a scale of 4 lanes, was invested in and completed by VEC, and put into operation on the entire route since 2012.
Implementing the Government's direction, VEC is accelerating the preparation for investment in the Cau Gie - Ninh Binh Expressway Expansion Project. The project starts at Km210+000 (the starting point of the expressway) in Hanoi, connecting the Phap Van - Cau Gie Expressway; the end point is at Km260+030 on National Highway 10, the section connecting Nam Dinh - Ninh Binh with a total length of 50 km.
VEC proposed to expand the highway surface from 4 lanes to 6 lanes on the roadbed, bridge, culvert, etc. that have been built with a scale of 6 lanes with a total cost of 2,113 billion VND.
