Specifically, the area where people's houses were flooded occurred in Zone 12, Long Duc Commune, near the construction area of the Bien Hoa - Vung Tau Expressway Project. According to local residents, after the heavy rain on the afternoon of June 10, many houses in the area were severely flooded. By the morning of June 11, the water had receded but was still flooded.

According to the representative of the Long Duc Commune People's Committee, the cause of the local flooding was due to the excavation and embankment construction of the expressway project blocking the flow. Currently, the Long Duc Commune People's Committee has contacted the investor to request the contractor to handle and clear the flow.

Previously, on May 21, in Long Duc commune, the area near the Bien Hoa-Vung Tau Expressway Project under construction, houses were flooded after heavy rain. The Long Duc Commune People's Committee then reported to the Long Thanh District People's Committee to send to the Provincial Traffic Construction Investment Project Management Board (the investor of Component 1 of the Bien Hoa-Vung Tau Expressway Project) to request the contractor to find a solution to clear the ditches.

On May 22, the Department of Construction sent a document to the Provincial Traffic Construction Investment Project Management Board; People's Committees of Bien Hoa City, Long Thanh District, Nhon Trach District and contractors to urgently inspect and remedy the flooding and property damage around the construction area of the Bien Hoa - Vung Tau Expressway Project (phase 1) and the Ring Road 3 Construction Project - Ho Chi Minh City, the section passing through the province due to heavy rain.

Then, on May 28, Vice Chairman of the Provincial People's Committee Ho Van Ha signed a document to send to the leaders of the following units: Department of Construction, Provincial Traffic Construction Investment Project Management Board, Project Management Board 85, My Thuan Project Management Board and Chairmen of the People's Committees of the following localities: Long Thanh district, Nhon Trach district, Bien Hoa city on handling the situation of construction affecting traffic and flooding houses when constructing traffic infrastructure projects.
