Speaking at the conference, Ms. To Thi Thu Huong - Director of NEAC emphasized: To date, more than 18 million digital signature certificates have been issued nationwide, corresponding to 28.42% of the adult population having a digital signature. Meanwhile, the Government and the Ministry of Science and Technology have set a challenging goal that by the end of 2025, 50% of Vietnam's adult population will own a personal digital signature. "To realize this goal, the consensus, solidarity and determination of NEAC and public CAs are needed," Ms. To Thi Thu Huong emphasized.
Currently, NEAC is pioneering the research and application of new technologies, especially post-quantum security solutions, to respond to the challenges that quantum technology may pose to the security of public key infrastructure (PKI). Continuously updating knowledge and proactively preparing strategies for the new era are identified by NEAC as inevitable directions to firmly protect national digital trust.
Tighten inspection work to ensure system safety
The report on inspection and supervision work in the first 6 months of 2025 shows positive changes in the CAs, with operations gradually becoming more orderly and in line with legal regulations. The inspection work has helped the CAs standardize processes and pay more attention to user information security.
However, through inspection, there are still cases of invalid subscriber records. Notably, the CA issued digital certificates for testing purposes without notifying NEAC. These violations have resulted in businesses being fined. In 2025, NEAC will continue to increase inspections, including surprise inspections to make timely corrections.
At the Conference, representatives of the Infrastructure and Service Development Department, NEAC presented a paper on system security. The paper emphasized three core elements in security: System - Process - Personnel . In which, the human factor is considered the most important but also the most vulnerable link, related to 82% of cyber attacks. Issues such as weak password habits, being scammed through social engineering, or old staff installing malware (trapdoor, logic bomb) are existing risks. The solution to minimize risks from humans is to build strict operating procedures and regulations, which are regularly checked and updated.
Bringing digital signatures closer to people through VneID integration
At the Conference, Mr. Do Ke Cong, representative of VNPT -CA, presented a paper and shared the unit's experience on the process, current status and results of integrating digital signatures into VNeID. This is considered an important step to bring digital signatures closer to the people, supporting the implementation of online public services and digital transactions in a convenient and secure manner.
Accompanying business households
Bringing 5 million business households (HKD) into the rotation of the digital, transparent and modern economy is one of the key tasks of the national digital transformation process. Therefore, new legal regulations on the use of electronic invoices (E-invoices) and digital signatures have created a turning point, posing both great challenges and opportunities.
Conference Overview
According to the conference, the legal corridor is undergoing fundamental changes. These regulations aim to resolve long-standing shortcomings, most businesses still mainly pay lump-sum taxes, do not declare taxes and do not issue invoices. This situation leads to tax losses, creates unfair competition with businesses, makes it difficult for businesses to develop systematically and grow, and is also a breeding ground for counterfeit goods and goods of unknown origin.
The main barriers that HKDs face in this transition include: concerns about initial investment costs for software and equipment, fear of being charged back taxes when disclosing revenue, and limited understanding of technology, especially for the elderly. To overcome these difficulties, public CAs have proactively developed comprehensive solutions and practical support policies.
The conference also provided time for delegates to openly discuss and share practical difficulties, and propose many initiatives to increase value and expand the scope of application of reliable services in social life and production and business activities.
Speaking at the end of the Conference, Director To Thi Thu Huong emphasized that "NEAC is committed to accompanying public CAs in removing difficulties, promoting technological innovation and perfecting the legal corridor, aiming to build a healthy, competitive and sustainable trusted service market".
The organization of regular meetings between management agencies and public security agencies continues to affirm the proactive and flexible coordination role of NEAC in the context of Vietnam going through a historic moment, deploying a two-level local government model nationwide, promoting the digitalization of civil, administrative and commercial transactions through digital signatures is an inevitable step, in line with the orientation of placing people and businesses at the center of service./.
