The People's Committee of Thua Thien Hue province has just announced the extension of registration for the recruitment exam for the position of Deputy Director of the Department of Tourism until December 31, 2024. This is the fourth time the province has extended the registration because no one submitted applications for the three previous announcements.

Mr. Tran Minh Long, Deputy Director of the Department of Home Affairs of Thua Thien Hue province, said that the organizational structure of the Department of Tourism has two deputy directors, but so far there is only one. Determining that tourism is a key economic sector in turning the province into a centrally-run city, the province decided to organize a recruitment exam for the position of deputy director to find people with virtue, talent and tourism expertise.
According to the announcement of the Provincial Department of Home Affairs on October 26, 2022, civil servants and public employees applying for the position must meet the standards and conditions for appointment, be in the planning for the position of Deputy Director of the Department of Tourism; or in the planning for the position of Deputy Director of the Department and equivalent in other units.
Civil servants and public employees who are not in the planning for the position of deputy director of the department and equivalent or are not party members can also register for the exam if nominated by the Party Committee of the Provincial People's Committee and approved in writing by the Standing Committee of the Provincial Party Committee.
To organize the exam, there must be at least two candidates. If there are not enough candidates, the Provincial Party Standing Committee and the Provincial People's Committee will nominate more people.
Explaining why there were no candidates after 16 months, Mr. Long said that those who were in the planning for the position of deputy director of the department were afraid to register for the exam because they did not meet certain standards. Some people with qualifications from other agencies but outside the planning thought that "the exam was just a formality, the position had been planned in advance".
"The fear and lack of qualifications set by the examination council may be the main reason why no one registers for the exam. Some qualified people with stable jobs in other agencies do not dare to change positions," said Mr. Long.

Sharing the same view, Mr. Phan Xuan Toan, Head of the Organization Committee of Thua Thien Hue Provincial Party Committee, said that many people with professional qualifications believe that "the position has been planned for ready-made people, the recruitment announcement is just for fun".
"Tourism is a specific and key industry of the locality, along with healthcare and education. Therefore, the province wants to find talented people with real expertise to help this industry take off. If the province only appoints people in the planning, it will be very simple," said Mr. Toan.
However, the Head of the Provincial Party Committee's Organization Board also pointed out the fact that many people have professional qualifications but do not meet certain standards such as having a high-level political theory degree and being fluent in two or more foreign languages. "This is a barrier," said Mr. Toan, adding that if after the fourth extension of registration for the exam, no one applies, the locality will review the cadres in the planning for appointment.
Recently, Thua Thien Hue province has recruited many positions such as Director of the Department of Science and Technology, Deputy Director of the Department of Industry and Trade, Deputy Director of the Department of Justice and principals of several high schools. Mr. Toan assessed that the organization of the recruitment exam was "transparent and objective".
In June 2017, the Ministry of Home Affairs issued guidelines for piloting innovation in the selection of leaders at the department, agency and division levels, with the requirement that when organizing exams, at least 2 people must apply for a position.
The Examination Council will organize a written exam and listen to candidates present their projects with the contents of assessing the current situation, analyzing the strengths and limitations of the unit using the selected title, pointing out the causes; proposing plans and solutions; answering questions of the Examination Council.
Last year, Thua Thien Hue attracted 3.2 million visitors, including 1.2 million international visitors, with tourism revenue estimated at VND6,606 billion. In 2024, the provincial tourism industry aims to welcome 3.5-4 million visitors, of which domestic visitors account for 60-70%, with total tourism revenue of VND7,000-8,000 billion.
