Prime Minister: Absolutely do not let people "fear or hesitate" when going to public agencies

Inspecting the actual operation of the Center, visiting the staff and civil servants on duty and talking and exchanging with people who came to solve the work, Prime Minister Pham Minh Chinh requested that with the spirit of both working and learning from experience, the leaders of Hai Phong city must closely follow the work, including the activities of the public administrative service centers, promptly removing all difficulties and obstacles.

The Prime Minister emphasized that Party committees, authorities, the Fatherland Front, and socio -political organizations must thoroughly grasp the spirit of "being close to the people, serving the people wholeheartedly"; ensuring that the more digital transformation takes place, the closer they must be to the people, with their feelings, responsibilities, and obligations.

Stating the need to accelerate the shift from pre-inspection to post-inspection in state management, the Prime Minister directed that officials who have a good understanding of the work must be assigned to guide the people; ensuring the effectiveness of the transition from passive to proactive state of serving the people and businesses.

The Prime Minister noted that it is important that the attitude of serving people and businesses must be cheerful and humane, absolutely not demanding, not making people "fearful or shy" when coming to government agencies. Commune officials instructed people to actively go to the grassroots, "go to every alley, knock on every door, check every person" to serve the people more.

The Prime Minister requested to step up information and propaganda so that people can understand and master the regulations, especially digital platforms; direct the establishment and promote the role of groups to help the community with digital transformation; promote the application of online registration to reduce waiting time; actively apply artificial intelligence (AI); promote the "Digital Education for All" movement; the connection infrastructure must be smooth to avoid congestion of public administrative services.

The Prime Minister especially noted that, in addition to ensuring smooth administrative procedures for people and businesses, it is necessary to ensure and improve the quality and effectiveness of health care for people and education for students.

From July 1, when the two-level local government comes into operation, in addition to regular work, it is also necessary to do well, care for people with meritorious services, war invalids, sick soldiers, and families of martyrs on the occasion of War Invalids and Martyrs Day, July 27; and to renovate martyr cemeteries to be "bright, green, clean, and beautiful", showing gratitude to the heroic martyrs who sacrificed their lives for the country.

The Prime Minister also noted that it is necessary to do a good job of planning; ensuring that planning reaches wards and communes based on provincial planning; the government must strengthen supervision and inspection to ensure that people strictly implement the planning.

Public administrative service centers play an important role; the agency must be kept clean; departments must coordinate closely with each other to ensure effective operation.

The Prime Minister affirmed that we are optimistic and confident in the correct direction of the Party and State, but we are not subjective because the work ahead still has many difficulties and challenges. Therefore, we need to continue to promote the spirit of mastery of the people, together with the Party Committee, the government, and the political system, to build a clean, strong, and people-oriented government system; taking the people as the center, subject, driving force, and development resource; persevering in the goal of independence, nation, and socialism, fighting for the people, serving the people, building socialist communes and wards, contributing to the whole country's advancement to socialism, building a strong and prosperous country, bringing an increasingly prosperous and happy life to the people.
