According to the Decisions of the Commander of the City Military Command: Dissolve 133 Commune-level Military Commands and establish 40 Commune-level Military Commands in the city (21 Ward Military Commands and 19 Commune Military Commands). Decisions on appointing the positions of Commander and Deputy Commander, and the title of Assistant to the Military Commands of communes and wards were also awarded.

Speaking at the assignment, Colonel Phan Thang, member of the City Party Committee, Commander of the City Military Command, requested the Military Commands of 40 communes and wards to quickly approach and grasp the work, promptly advise local Party committees and authorities on leading local defense and military work at the grassroots level; closely coordinate with local forces, maintain political security, order and safety; strictly maintain the regimes, especially combat readiness, readiness to participate in performing well the tasks of natural disaster prevention, flood and storm prevention, rescue, etc.
