Head of the Organizing Committee of the Ho Chi Minh City Party Committee: 168 Party Committees of wards, communes, and special zones are ready to operate.

Head of the Ho Chi Minh City Party Committee's Organization Board, Van Thi Bach Tuyet, said that up to now, Party committees, Party organizations, agencies, and units at all levels in the Party Committees of wards, communes, and special zones have been unified and ready to come into operation from July 1, 2025, aiming to effectively carry out the task of building a streamlined, professional, digitalized, and effectively operating apparatus, close to the people, and close to the people according to the 2-level local government model.

On the morning of June 25, the Standing Committee of the Ho Chi Minh City Party Committee, the Binh Duong Provincial Party Committee and the Ba Ria - Vung Tau Provincial Party Committee held a conference to pilot the two-level local government model in Ho Chi Minh City, connecting to 168 wards, communes and special economic zones.

Establishment of 168 Party Committees of wards, communes and special zones

Regarding the arrangement of administrative units at all levels and the construction of a 2-level local government organization model, Comrade Van Thi Bach Tuyet, Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the Ho Chi Minh City Party Committee, said that up to now, Party committees, Party organizations, agencies and units at all levels in the Party Committees of wards, communes and special zones have been unified and ready to come into operation from July 1, 2025, aiming to effectively carry out the task of building a streamlined, professional, digitalized and effectively operated apparatus, close to the people, and close to the people according to the 2-level local government model.

The Party Executive Committees of Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong have issued Decisions to end the activities of 38 district, town and city Party Committees; establish 168 ward, commune and special zone Party Committees under the new Ho Chi Minh City Party Committee; transfer Party organizations and Party members under district, town and city Party Committees to the new commune-level Party Committees.

Along with that, the decision on personnel of the Party Executive Committee, the Party Standing Committee, key personnel of the People's Council, People's Committee, and Party Inspection Committee for the 2025-2030 term for 168 new wards, communes, and special zones.

At the same time, review, propose adjustments and supplements to the specialized staffing in accordance with task requirements; appraise proposals for work arrangements for specialized Party cadres and district-level political and social organizations when implementing arrangements according to approved projects.

The Organizing Committee of the Ho Chi Minh City Party Committee, the Organizing Committee of the Ba Ria - Vung Tau Provincial Party Committee and the Organizing Committee of the Binh Duong Provincial Party Committee agreed to propose a number of key contents for the Standing Committees of the District Party Committees, District Party Committees, City Party Committees directly under the City Party Committee, the Provincial Party Committee at present and the Standing Committees of the Party Committees at the commune, ward and special zone levels to focus on implementing in the coming time.

The Party Committees of new communes, wards and special zones issue decisions to establish: Party Committees (cells) of Party agencies at the commune level. Party Committees (cells) of People's Committees at the commune level. Party Committees (cells) of commune-level police. Party Committees (cells) of military bases at the commune level.

The Standing Committee of the Party Committee at the commune level announced the assignment of tasks to the executive committee, standing committee, secretary, deputy secretary of the Party Committee and developed a work program until the end of 2025.

The Standing Committee of the Party Committee of the commune, ward, and special zone decides to establish the Vietnam Fatherland Front Committee at the commune level in accordance with the characteristics, situation, and political tasks of each locality.

Regarding the preparation and organization of Party Congresses at all levels, the Standing Committees of the Party Committees of communes, wards and special zones review and continue to direct the implementation of the work of organizing Party Congresses at all levels according to the plan of the Standing Committees of the City Party Committee and the Provincial Party Committee and the guidance of the Organizing Committee of the City Party Committee and the Provincial Party Committee on guiding a number of contents of organizing Party Congresses at the grassroots level and directly above the grassroots level for the 2025-2030 term; speed up the progress of organizing Party Congresses at all levels for the 2025-2030 term.

Grassroots-level congresses must be completed before June 30, 2025; for grassroots-level Party Committees subject to consolidation or merger and having to reorganize their apparatus, they must be completed before July 31, 2025; and for new ward and commune Party Committees and special zones, they must be completed before August 31, 2025.

Along with that, the Standing Committees of the District Party Committees, County Party Committees, and City Party Committees directly under the City Party Committee and Provincial Party Committee urgently directed specialized agencies to advise and assist Party Committees in coordinating with Party Committees of new communes, wards, and special zones to receive and hand over relevant records and documents when receiving Party organizations and Party members according to regulations.

At the same time, carry out procedures to change seals to soon stabilize the operations of affiliated grassroots party organizations; strongly apply information technology and digital transformation in operations to promote administrative reform within the Party.

Promote the spirit and responsibility of serving the people

The Head of the Organizing Committee of the Ho Chi Minh City Party Committee suggested that 168 Party Committees of wards, communes, and special zones pay attention to arranging working offices, equipment of Party Committees, People's Committees, and Vietnam Fatherland Front at the commune level and necessary conditions for agencies and units to stabilize and ensure smooth and effective operation.

"Each cadre, civil servant, public employee and worker must focus on their work, maintain their image and style, and uphold their spirit and responsibility in serving the people," emphasized comrade Van Thi Bach Tuyet.

The specialized departments of the new Ho Chi Minh City Party Committee's Organization Board, according to their functions and tasks, monitor, guide, and closely and synchronously coordinate so that the Party Building Boards of the new commune, ward, and special zone Party Committees can continue to advise the Standing Committees of Party Committees at all levels to effectively implement the task of organizing and building the Party at the Party Committees, ensuring the completion of streamlining the organizational apparatus in conjunction with restructuring and improving the quality of the contingent of civil servants and public employees, and operating effectively and efficiently.

The Office of the City Party Committee (new) coordinates to guide relevant Party Committees to carry out procedures to pay salaries and other incomes to full-time cadres during the transfer and reception period when implementing the arrangement of Party organizations; continues to guide the storage of records, management of assets and finances according to regulations for newly established Party Committees of wards, communes and special zones.

At the same time, coordinate with relevant agencies and units to advise the Steering Committee for Administrative Reform and Digital Transformation in the Party Bloc agencies of Ho Chi Minh City to ensure the Plan to deploy applications according to the digital transformation project in Party agencies at agencies and units under the Ho Chi Minh City Party Committee and the plan to digitize documents of Party organizations, agencies, units and localities under the Ho Chi Minh City Party Committee to serve digital transformation and rearrangement and reorganization of administrative units.

From now until the end of 2025, the task of the specialized agency advising and assisting the City Party Committee and the Party Committees of new communes, wards, and special zones is very large. The Head of the Organizing Committee of the Ho Chi Minh City Party Committee requested each Party Committee, agency, and unit, especially the Party Building Committee at the commune level, to strive and have the highest determination to successfully complete the assigned tasks.

The Party Committees of communes, wards and special zones decide to establish specialized agencies to advise and assist the Party Committees, including: the Party Building Committee, the Party Committee Office, and the Party Committee Inspection Committee. The Party Committees at the commune level where the current headquarters of the District Political Center is located shall establish an additional public service unit of the Party Committee.
