After the announcement ceremony of the Resolution and Decision of the Central and local governments on the arrangement of administrative units at all levels, the Party Committee of Trung An Ward held the first meeting to thoroughly grasp the tasks and assign specific tasks to each department. Comrade Nguyen Thanh Quyen, Deputy Secretary of the Party Committee and Chairman of the People's Council of Trung An Ward, said that stabilizing the apparatus and ensuring service to the people is the top priority in the transition period.
One of the highlights is that the old Phuoc Thanh Commune People's Committee headquarters is now arranged as the working place of the Party Committee, People's Council, Vietnam Fatherland Front Committee and Trung An Ward's mass organizations. Along with that, 3 specialized agencies advising and assisting the Party Committee, including the Office, the Party Organization - Party Building Committee and the Inspection Committee, have also been quickly completed and put into regular operation.
CENTRAL ROLE AND LEADING RESPONSIBILITY OF THE WARD PARTY COMMITTEE
In the two-level government model, the ward-commune level is the level closest to the people, and is also the place that "understands" most clearly the thoughts, lives and changes of the people. Therefore, the role of the ward Party Committee is not simply to lead the implementation of political tasks at the grassroots level, but also to be the fulcrum, the center of solidarity and comprehensive coordination of all activities. Speaking on the first working day, comrade Nguyen Thanh Quyen, Deputy Secretary of the Party Committee, Chairman of the People's Council of Trung An Ward, affirmed: "The new model sets higher requirements for responsibility, flexibility, creativity and closeness to reality. We will strive to not only fulfill political tasks, but also play a good role in connecting the Party, the government and the people."

The spirit of “being close to the people, understanding the people, respecting the people, and working for the people” is concretized through practical actions. The fact that many ward-level leaders in Dong Thap , including Trung An, proactively publicized their new workplaces on their personal social networks demonstrates a spirit of openness, responsibility, and closer contact with the people.
In departments, officers and civil servants quickly stabilized their workplaces, resolving administrative work for the people without leaving any backlog. The focused eyes, careful gestures, and each work handling operation showed the determination to complete the task with the highest sense of responsibility. Although there were still many difficulties, everyone was clearly aware: This was a historic period of transformation, an opportunity for each ward and commune officer to demonstrate their mettle, adaptability and dedication.
YOUTH CONTINUES THE SPIRIT OF INNOVATION
Among the staff who are gradually adapting to the new operating model, on the first working day at the new government apparatus, Comrade Cao Tran Quoc Thinh, Deputy Chief of the Office of the Trung An Ward Party Committee, could not hide his emotion mixed with determination. With a high sense of responsibility, he said that he clearly identified this as not only a task, but also an opportunity to contribute more to the organization and to local people during an important transition period.
“Changing the organizational structure and rearranging administrative boundaries is a historic step. As a young cadre, I am aware that each task assigned today contributes to the stability and long-term development of the locality. I will, together with the Party Committee Office, promote the spirit of solidarity, responsibility, proactively advise and serve well the leadership and direction of the Ward Party Committee in the new situation,” said Comrade Thinh.
With an inquisitive attitude, eagerness to learn and a spirit of innovation, Comrade Cao Tran Quoc Thinh is expected to play a key role with the team of young cadres in the process of improving the quality of Party organization activities at the grassroots level, especially in the context of the two-level government gradually entering into practical and effective operation.

The two-tier local government model is gradually becoming more effective. In new wards, the Public Administration Service Center is scientifically and conveniently arranged, helping people easily access and quickly resolve administrative procedures. Many public services have been digitized and deployed on digital platforms, improving service quality and reducing people's waiting time.
The spirit of “exploration - creativity - closeness - dedication” is not only a slogan, but has become the motto of action of Trung An ward cadres in the new period. The role of the Party Committee, especially the leader, is promoted, demonstrated by specific and practical actions, creating trust and consensus among the people.
The solidarity and unity in perception and action from the Provincial Party Committee to the 102 Party Committees of wards and communes is the decisive factor to make the new apparatus operate stably and effectively. Starting from the first working day of July 1, an important milestone, also a commitment to a more sustainable, modern, closer to the people and for the people development path of the 2-level local government model in Dong Thap.
