Strengthening organization, unifying action

The atmosphere of urgency, seriousness and responsibility prevailed at the first meetings of the People's Councils at ward and commune levels. This was not simply a periodic administrative activity, but a key step in implementing the two-level local government model (CQDPHC) after the merger of administrative boundaries. From Quang Dien and Dan Dien communes to Phong Phu, Thuy Xuan, Vinh Loc and Phu Vang wards, the key contents were discussed democratically and unanimously, demonstrating the spirit of innovation and promoting the role of the People's Council - the state power agency in the locality.

For newly formed localities after the merger such as A Luoi 2 Commune, Vinh Loc Commune or Phu Vang Commune (merged from Vinh Ha, Phu Gia and Phu Da town), the consolidation of the leadership apparatus and specialized agencies is a prerequisite to ensure continuity and stability; at the same time, it opens up the possibility of more effective management organization with a large population scale, large area, and higher task requirements.

The announcement of resolutions, the appointment of key positions of the People's Council and People's Committee of the commune, the establishment of specialized committees, etc. were carried out strictly and in accordance with the provisions of law. Many experienced leaders who held key positions at the district level such as Mr. Le Ngoc Bao (Chairman of the People's Committee of Quang Dien district) or Mr. Le Ngoc Duc (Chairman of the District Party Committee's Inspection Commission) were appointed as Chairmen of the People's Councils of Quang Dien and Dan Dien communes, demonstrating the attention and reasonable assignment to ensure continuity and stability in the initial stage of transformation.

The smooth operation of the administrative apparatus on the first day has created a positive impression on the people. The Public Administration Service Centers in communes and wards such as Thuy Xuan, A Luoi 2, Vinh Loc... have received and processed dozens of administrative procedures quickly, scientifically , and without interruption. This is the result of the arrangement of a team of specialized, professional, methodical, and dedicated cadres and civil servants.

Mr. Nguyen Hai Teo, Director of the Agricultural Service Cooperative of A Luoi 2 Commune, shared: “I was really satisfied when I first came to do the procedures at the center. The staff received the documents quickly, gave specific instructions, and handled the work very professionally. That makes us - the people of the highlands - trust and expect a government that is truly close to the people and serves the people.”

In Thuy Xuan ward, in the morning of July 1st alone, more than 20 administrative procedures were resolved. Not only the quantity and quality of the documents processed, the service attitude of civil servants is a noteworthy highlight. These innovations show the initial effectiveness of the CQDPHC model in improving public administration.

Bringing resolutions closer to people and reality

At this first session, the delegates all demonstrated a spirit of solidarity, responsibility, democracy, and frankness in discussing and passing resolutions on local development. From the orientation of developing the marine and lagoon economy in Dan Dien, to promoting the potential of small-scale industry and services in Phong Phu, or focusing on developing specialized production areas in Kim Tra - Binh Dien, the People's Council meetings of wards and communes this time all have the same goal: Bringing resolutions closer to the people, closer to reality, and suitable to the characteristics of each locality.

The People's Councils of the communes and wards of Huong Tra, Kim Tra and Binh Dien also held their first session. After a period of urgent, serious, democratic and responsible work, the session completed all the contents and programs set out and was a great success. In addition to its extremely important significance, marking a new turning point in the organization and operation of the People's Council, the session is also a premise for localities to soon complete their organizations, successfully implement the tasks of socio-economic development, ensure national defense and security, build a strong political system, and better perform the role of the People's representative to work with the government to build the locality to be increasingly developed, civilized and modern.

Emphasizing the role of social supervision and criticism, leaders of wards and communes such as Ms. Ho Vu Ngoc Loi (Thanh Thuy), Mr. Dang Phuoc Binh (Thuy Xuan), Mr. Nguyen Trung Duong (Vinh Loc) all requested: The People's Council must promote its role as a bridge between the government and the people; supervise the implementation of resolutions, contact, listen to, and reflect voters' opinions to competent authorities, ensuring the legitimate rights of the people.

A notable point in this session of the People's Council of the commune and ward is the unity between the Party's policies and the aspirations of the people. The improvement of the organization, working regulations, and assignment of specific tasks to each department and branch were seriously implemented, creating a foundation for the effective implementation of the resolution after the session.

As affirmed by Mr. Nguyen Trung Duong - Chairman of Vinh Loc Commune People's Council: "The successful organization of the first session is an important foundation to concretize the province's instructions, ensuring the continuous and effective operation of the commune-level government apparatus; thereby, improving the effectiveness of state management, better serving the people in all fields".

The atmosphere of excitement and consensus among the people in the localities is a clear demonstration of their belief in the model of local self-government. Each cadre and each elected representative in the new apparatus is facing an opportunity, as well as a great responsibility, to contribute to realizing the goal of building an open, transparent, modern and people-serving administration.

The transition to the CQDHC model is not only an organizational change, but more profoundly, a qualitative change in local governance thinking. From improving operational efficiency, reducing intermediary levels, to improving service quality and enhancing accountability - the core values ​​of the new model are gradually being concretized through each action, each meeting, each administrative procedure that is handled on time and according to the correct process.

The first session of the Phu Xuan Ward People's Council took place at a special time, the first day the ward apparatus officially came into operation according to the Central Government's policy on merging provincial-level administrative units and organizing the model of local administrative units. This is an extremely special historical policy in the process of the nation entering a new era of prosperous development, prosperity, improving the effectiveness and efficiency of state management, meeting the requirements of the new situation.

More than ever, the grassroots government, the place closest to the people, needs to continue to affirm its role as a solid foundation for the political system, an extension of the State to each person, each village.
