(Chinhphu.vn) - On the afternoon of June 30, for the fourth time in over a week, Deputy Prime Minister Nguyen Chi Dung chaired a meeting to review the progress and results of implementing interconnected and synchronous digital transformation tasks to prepare for the implementation of a continuous, effective, and uninterrupted 2-level local government model from July 1, 2025.

Connecting online with all localities, the meeting was held at the last moment before the new government model officially operates. The Deputy Prime Minister emphasized that this is the time to concentrate all resources and take stronger and more drastic actions.

Reporting on the situation and implementation results, Senior Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, said that relevant ministries, localities and agencies have seriously and made efforts to carry out their tasks to meet the requirements of restructuring the political system's apparatus.

However, through general assessment, there are still some shortcomings such as: The functions and tasks for the department level at the commune level have not been defined, leading to the issuance of only temporary electronic procedures; the problem of storing and synchronizing data of old units into the new system; the need to further propagate the rights and obligations of people when performing administrative procedures and online public services; information security and safety; the declaration and provision of full-process public services by provincial departments and branches depends on the announcement of procedural procedures of specialized ministries, localities have full digital data but cannot proactively issue full-process services.

Speaking at the Ho Chi Minh City online bridge, Deputy Minister of Science and Technology Pham Duc Long happily said that all provinces and cities have completed many targets and tasks. These include: Announcing and publicizing administrative procedures (TTHC); configuring TTHC; connecting the National Public Service Portal; connecting national databases, databases/information systems of ministries, branches, EMC systems; granting accounts to officials and civil servants; digital signatures of officials, civil servants, agencies, organizations; connecting, synchronizing, exploiting electronic data warehouses of organizations and individuals in the past; organizing training, providing instructions on use; announcing the list of agency identification codes...

Also at the meeting, many localities affirmed that they have prepared information technology systems/platforms, administrative procedures, etc. to serve the 2-level government model to officially operate from tomorrow (July 1, 2025), ensuring that it does not affect the direction and administration activities and services for people and businesses.

Deputy Prime Minister Nguyen Chi Dung welcomed and highly appreciated the efforts, sense of responsibility and determination of ministries, branches, especially the Ministry of Public Security, the Ministry of Science and Technology and localities (Ho Chi Minh City, Da Nang, Dien Bien...) who urgently and responsibly prepared for the approaching July 1 milestone.

"There have been many positive changes in recent days," the Deputy Prime Minister affirmed.

At the same time, the Deputy Prime Minister thanked enterprises such as VNPT, Viettel, and FPT for mobilizing all their forces to participate, fully arranging human resources to guide, train, and handle arising problems in all communes.

However, noting that there are many new and unpredictable issues, the Deputy Prime Minister pointed out the key tasks that must not be subjective or negligent. First of all, the heads of ministries, branches, localities and leaders assigned to take charge are fully responsible to the Central Steering Committee and the Government Steering Committee for ensuring unity, synchronization, continuity, stability, safety, information security, and network security of information technology systems and databases.

In addition, the smooth and effective operation of the two-level local government after July 1, avoiding congestion and interruptions affecting public service activities, handling administrative procedures, providing online public services to people and businesses; promptly removing difficulties and obstacles, and immediately resolving incidents if any.

The Deputy Prime Minister directed the People's Committees of provinces and centrally run cities to review, promptly adjust and complete regulations and rules; coordinate with the Ministry of Science and Technology and technology enterprises to arrange sufficient infrastructure and technological equipment to exploit, use and operate information technology systems stably, smoothly and safely; closely coordinate with the Ministry of Public Security and service providers to ensure information security and network security for information technology systems and terminal devices; establish standing teams to monitor, respond to and fix incidents; have plans to back up and reserve historical data of information systems and databases, ensuring readiness to restore when necessary;...

The Ministry of Finance is responsible for directing relevant units to urgently complete the issuance of tax codes and budget relationship codes according to regulations for localities, to be completed by June 30; issue circulars and documents with specific instructions on financial and budget mechanisms, public investment procedures and public asset procurement for newly established and merged administrative units; propose policies and mechanisms to support communes in remote, isolated and island areas to overcome the situation of wave depression and lack of equipment to serve the work of implementing a two-level government.

On the business side, continue to arrange personnel to directly support civil servants and people using the systems before and after July 1.

Notably, the Deputy Prime Minister requested the Ministry of Public Security and the Ministry of Science and Technology to establish working groups to visit each locality to conduct surprise inspections immediately after tomorrow to ensure the system operates smoothly and effectively, best serving the people.

This is an important political task. Each agency and unit must demonstrate the highest responsibility, act promptly, closely follow progress, and closely inspect and control even the smallest tasks.
