Hanoi operates two-tier government: New expectations from land procedure reform

For the goal of "being close to the people, serving the people"

From July 1, 2025, Hanoi will officially operate a two-level local government model - only the city level and the commune, ward and town levels. This is not only an administrative event, but also a special milestone for the people of the capital, when a series of public procedures, especially in the field of land, are handled directly at the ward level.

Land administrative procedures are inherently complicated areas that are prone to complaints, negativity and loss of people's trust in the government. Therefore, transferring the authority to issue the first Land Use Right Certificate to the commune/ward level is considered a strong reform step, clearly demonstrating the efforts of Hanoi city in the goal of "being close to the people, serving the people".

Records from many localities in the early days of implementing the new model, from Tay Mo, Hoang Liet, Hong Ha, Ba Dinh to Hoang Mai, Cau Giay... show that not only is the government apparatus operating smoothly, but people's trust is also being strengthened day by day.

Nguyen Thi Minh Hong, Standing Deputy Secretary of the Party Committee of Ba Dinh Ward, said that preparations for the day of operating the government under the new model were carefully ensured early, leaving no time for vacancies, with the motto of serving the people best. The team of ward officials when implementing the new model all showed determination, solidarity, and strength. From there, building security and order in the district and building according to the motto of 4 security: "Safety - security - traffic safety - social security", so that people can see that the implementation of the 2-level government ensures stability, smoothness, and no interruptions.

Recording the working atmosphere in the first 2 days of operating the two-level government shows that the spirit of cadres and civil servants is excited, ready to embark on a new journey. "Ba Dinh Ward has arranged 3 points to receive people, creating conditions so that people do not have to travel far. With enthusiasm, dedication and responsibility, we will try our best to fulfill our responsibility to serve the people," Ms. Nguyen Thi Minh Hong emphasized.

Previously, carrying out land-related procedures used to be a nightmare for many people, but now it has become more accessible when it is done right at their place of residence. With the shortened process, transparency in terms of deadlines and increased support forces, many people have chosen the right day to come to do the procedures.

In Tay Mo Ward (Nam Tu Liem), on July 1, the One-Stop Department received more than 80 applications for Certificates. Administrative staff arranged to work before office hours, issued queue numbers, organized direct consultations, and classified applications into groups.

In Hoang Liet Ward – one of the most populous wards in Hanoi, the newly reorganized area – officials had to continuously process hundreds of applications. However, the atmosphere remained orderly, people were not upset or complained. Many elderly people were instructed to declare on the spot, submitting their applications within 20-30 minutes.

Ms. Pham Thanh Huyen, 65 years old (Hoang Liet ward) shared that her eyesight is poor and she has difficulty walking. But now, when she comes to get a red book, the staff gives her enthusiastic guidance, and there are also volunteers who help her declare. Ms. Huyen sees that the ward has changed a lot, and really cares about the people.

According to Mr. Pham Ngoc Hoa, an officer working at the Hoang Liet Ward Public Administration Service Point, in just the first hour of the first day of the new government model, the ward welcomed more than 50 citizens coming to do administrative procedures, a much higher number than before. Despite many surprises and difficulties when implementing the new work process, the officers always try to speed up the work processing, support the people as much as possible, so that all citizens coming here are satisfied.

Although the physical conditions of Hoang Liet ward are still difficult, the ward leaders have prioritized the arrangement of physical facilities for areas and departments that directly serve the people. In particular, the "One-stop" department is located at the Hoang Mai District Cultural, Information and Sports Center (old), equipped with nameplates, rules, regulations, and quite adequate equipment to best serve public administrative activities.

Ms. Bui Thi Ngoc Thuy, Vice Chairman of Hoang Liet Ward People's Committee, said that preparations for the day of operating the government under the new model were carefully ensured early, leaving no time for vacancies, with the motto of serving the people best. "We are always aware of our responsibility as diligent civil servants, dedicated to serving the people better and better, more professionally, for a civilized administration," Ms. Thuy expressed.

Red book issuance process: Streamlined, transparent, with specific deadline

According to the new regulations, from July 1, 2025, commune/ward levels are authorized to carry out land registration procedures and issue first-time Land Use Right Certificates. The time for processing dossiers has been clearly stipulated: First-time land registration: no more than 17 working days; Issuance of Land Use Right Certificates: no more than 3 working days from the date of qualified assessment results.

Importantly, this processing time is publicly posted at the ward People's Committee headquarters, and updated on the Hanoi Public Service Portal and the Hanoi Public Administration application. When submitting an application, people are given a lookup code, can check the processing progress online or receive notifications via text message.

Mr. Vu Quang Hoa (Cau Giay Ward) said that he has been working on land records for his parents since 2021 but has not finished them yet. Now the ward will handle it right away, without having to go through the district, and there will be a code to look up the results. Mr. Hoa said that if this continues, people will no longer be afraid of the procedures.

Meanwhile, some wards such as Nam Tu Liem, Hoang Mai, Cau Giay also deployed "digital administrative maps" - integrating land data, planning, usage status... to help officials check information quickly, and people can easily access and understand information about their land.

In many wards, in addition to the official staff, there are also volunteers and lawyers who support people in filling out their records and providing guidance in preparing necessary documents, especially in cases with complicated land use origins that have not been previously issued certificates.

Typically, in Hong Ha ward, Cau Giay ward has coordinated with law practice organizations to organize free consultation sessions right at the document reception point. This support is especially useful for people who are not familiar with the procedures, helping to complete the documents from the beginning, minimizing the time for revision and supplementation.

Ms. Nguyen Thi Thu Hien, Tran Anh Law Firm, a consultant at Branch No. 2 (Cau Giay), said that regarding land procedures, the unit has provided online support to many people, including many procedures related to mortgages, mortgage release, etc. Currently, online procedures are quite quick and convenient, taking only about 5-10 minutes. However, some people do not know about these procedures and are not yet proficient in technology. "After being guided by the staff and the unit, people all gave very positive reviews because they did not have to wait long.

One of the key conditions to help the red book issuance procedure at the ward level to be carried out smoothly is the digital infrastructure and the interconnected cadastral database. Hanoi City has completed the updating of new administrative boundaries, integrated into the shared database, and at the same time promoted the interconnection between land data, planning, traffic, irrigation, etc.

A representative of the Hanoi Department of Rural and Environment said that the Department is building an open data ecosystem, serving from planning, land use, granting certificates to monitoring implementation. Commune/ward levels can now quickly look up the legal status and planning of each plot of land, instead of sending documents to higher levels for verification as before.

Many land officials also said that the digital map data system allows them to immediately access boundary information, land use status, previous land use information, etc., helping to shorten verification time and minimize confusion.

In particular, the system also supports the integration of old archives of merged localities - this is extremely important when processing people's records in new wards such as Hong Ha, Hoang Mai, Tay Mo - where many original records were previously scattered.

Mr. Nguyen Tien Hung, Vice Chairman of Tay Mo Ward People's Committee (Nam Tu Liem District), said: Immediately after being decentralized, the ward received all administrative procedure documents - especially the documents for the first issuance of Land Use Right Certificates - from the district level. The ward's specialized departments and offices conducted a thorough review: qualified documents will be processed immediately according to the procedure, and any missing cases will be specifically instructed so that people can supplement them promptly, ensuring full compliance with legal regulations.

"Issuing a red book for the first time is one of the complicated procedures, requiring strict appraisal. However, with a clear decentralization and authorization mechanism according to the 2024 Land Law, we have enough basis to organize inspections and handle them transparently and effectively. The collective of ward officials and civil servants have started working with a high sense of responsibility, to ensure smooth administrative operations, without causing trouble for the people," said Mr. Hung.

After nearly a week of operating the two-tier government model in Hanoi, positive signs are gradually taking shape: the grassroots apparatus operates smoothly, people are more proactive in carrying out procedures, officials receive services enthusiastically and professionally, and the digital platform provides clear support. The procedure for granting red books - once a concern - is now becoming a bright spot in administrative reform in the capital.

Of course, there is still much to do ahead: perfecting data, increasing human resources, building a set of standards for public administrative services... But with the city's determination, and the support of the people, the two-tier government model in Hanoi is opening a new chapter - where public authorities truly become "public servants" and reform is not just a slogan, but a concrete, effective, daily action.

Hanoi's official operation of the two-level local government model is not only an administrative event, but has created and is creating real changes in people's lives, especially in areas that were once considered complicated and cumbersome, such as procedures for granting land use right certificates.

The reality recorded in some wards in the first 2 days of implementation shows that when authority is decentralized, the data system is digitized, the process is simplified and the staff's awareness of "service" is raised, the people are the real beneficiaries. Not only saving time and travel costs, people also have access to more transparent, clear and humane public administrative services.

Although there are still some difficulties such as lack of specialized human resources, need to improve data infrastructure or some old records are not synchronized... but the sense of responsibility of grassroots officials, the initiative of the people, and the companionship of the city's specialized agencies are opening a positive direction.

Hanoi is gradually affirming its determination to build a modern administration that is close to the people and takes people's satisfaction as a measure. The implementation of land procedures at the ward level is no longer a concern, but has become a clear manifestation of the process of innovation in management thinking, from "administrative asking and giving" to "administrative service".
