On the morning of July 1, the People's Councils of Vinh Xuong and Tan An communes held the first session of the 12th term People's Council, 2021 - 2026. At the session, the People's Councils of the communes announced resolutions of the Standing Committee of the Provincial People's Council on appointing personnel to hold the positions of Chairman, Vice Chairman, Head of Committees of the People's Council of the commune; the positions of Chairman and Vice Chairman of the People's Committee of the commune. At the same time, the session also passed resolutions on appointing members of the People's Committee of the commune; establishing specialized departments of the People's Committee of the commune and the resolution of the regular meeting of the People's Council of the commune in 2025...

Chairman of Vinh Xuong Commune People's Council Tran Hoa Hop said: "The meeting takes place at a historic time when the two-level local government model is officially put into operation. The departments, offices and units of the commune need to quickly get to work and effectively implement the resolutions set forth by the Commune People's Council. The commune government apparatus needs to operate with the spirit of being close to the people, serving the people."

The public administrative service center has quickly operated to serve the people in the area.

According to comrade Tran Hoa Hop, this session not only improves the organization, but also marks a strong transformation of the Vinh Xuong commune government in the new period. The government apparatus will continue to promote the spirit of solidarity, innovation, closeness to the grassroots, serving the people with the motto "close to the people, close to the people, serving the people". Therefore, all cadres and civil servants of the commune immediately get to work, synchronously and effectively implementing the assigned tasks.

The spirit of determination and urgency is also clearly demonstrated in other communes and wards at the source of the border, such as Tan An commune and Long Son and Long Phu wards. Here, the grassroots political system has been consolidated, many young cadres have been assigned and mobilized to the commune to take on new roles, bringing with them enthusiasm, creativity, and determination to serve the community.

Ms. Nguyen Thi Kim Tuyen, a resident of Vinh Xuong commune, said: “I see that the current commune government works very methodically, the cadres are young, enthusiastic, and receive people attentively, I am very happy. I hope that the new apparatus will operate well, promptly resolve procedures for the people, especially regarding land, household registration, social security…”.

The strong movement in organization and management shows the strong determination of the authorities of upstream and border communes in quickly adapting to the 2-level local government model. This not only ensures continuity in State management at the grassroots level, but also clearly demonstrates the spirit of "taking people and businesses as the center".

For localities such as Vinh Xuong and Tan An, which are at the frontline of the border, the role of the locality in maintaining national defense and security and developing the border gate economy is extremely important. Therefore, these localities need an effective government apparatus that is close to the people, understands the people, and respects the people to promptly resolve issues arising among the people.

According to the people's assessment, the restructuring of the commune-level government apparatus in the area took place simultaneously, in accordance with the process and time, in accordance with the requirements of streamlining the organization but still ensuring effective, efficient, and effective operations, and the best local governance.
