Nearly 30,000 billion VND has been paid for the regime after the apparatus was reorganized: Ministry of Finance commits to not delay

(Chinhphu.vn) - The Ministry of Finance affirmed that the payment of benefits to officials after the streamlining of the apparatus is being fully implemented and to the right subjects. Along with that, the work of reviewing and handling surplus public assets is also being promoted according to the principles of transparency and thrift.

Ensure full payment after reorganization

At the press conference for the second quarter of 2025, the Ministry of Finance emphasized that ensuring resources to pay benefits for officials, civil servants and public employees subject to organizational restructuring is one of the key tasks being implemented synchronously in ministries, branches and localities.

Mr. Duong Tien Dung - Deputy Director of the State Budget Department said that the Ministry of Finance has issued documents urging and guiding ministries, central and local agencies to organize implementation, in which thoroughly grasping the spirit of fully and promptly paying policies and regimes to beneficiaries according to regulations and absolutely not allowing delays due to objective and subjective reasons.

For localities, proactively use local salary reform funds to pay for policies and regimes for beneficiaries; in case of shortage, report to the Ministry of Finance to submit to the Government and Prime Minister for consideration of supplement from the central budget.

Up to now, based on the synthesis of reports from ministries, central agencies and localities with requests, the Ministry of Finance has compiled and submitted to the Government and the Prime Minister for consideration and handling, supplementing from the central budget 61,461 billion VND to pay for the subjects. Of which, 31 ministries and central agencies are 52,308 billion VND, 22 localities are supported with 9,153 billion VND.

Regarding the implementation of payment, the disbursement results at the State Treasury as of June 30, 2025, have paid policies and regimes for about 29.8 trillion VND, of which about 7.6 trillion VND is for officials working at central agencies and about 22.2 trillion VND is for officials at local levels. The number of people receiving policy and regime payments changes every day and every hour due to the dependence on decisions on leave, time of leave and payment costs.

Providing more information at the Press Conference, Deputy Minister of Finance Nguyen Duc Chi also affirmed: The funding source to resolve the regime and policies for cadres, civil servants, public employees, and workers in the implementation of organizational restructuring is fully arranged. Regarding actual payments, they will arise in each budget unit, each agency with civil servants enjoying the regime and will be fully arranged for payment.

Closely review and handle public assets after streamlining the apparatus

Along with the payment of benefits, the Ministry of Finance informed about the promotion of the review and handling of public assets, especially surplus houses and land after the administrative apparatus reorganization.

Ms. Nguyen Thi Thoa - Deputy Director of the Department of Public Asset Management (Ministry of Finance) said: To speed up the progress and ensure the legal basis, the Ministry of Finance has submitted to the National Assembly an amendment to the Law on Management and Use of Public Assets. At the same time, the Ministry also issued 11 related legal documents, emphasizing the role of the system of standards and norms as the basis for arranging public assets.

The Government also issued 4 consecutive Official Dispatches (Nos. 125, 80, 95 and 98 in May and June 2025) requesting localities to handle the matter seriously, on schedule and in accordance with principles. The content of these Official Dispatches focuses on urging and guiding the implementation of work in a synchronous and unified manner nationwide.

Notably, the Ministry of Finance has established an interdisciplinary working group headed by Deputy Minister Bui Van Khang. The group includes representatives from central agencies such as the Central Inspection Committee, the Central Organizing Committee, relevant ministries, branches and units...

This working group has directly worked with all 63 provinces and cities in clusters and provided specific instructions, especially for localities having difficulties and problems in determining the right to manage and use assets after streamlining.

"The principle of handling public assets is to ensure the maintenance of the apparatus after the arrangement; prioritize the use of assets for public purposes such as education, health, culture and society; and minimize sales and transfers," said Ms. Nguyen Thi Thoa.

A representative of the Department of Public Asset Management (Ministry of Finance) added: The Ministry of Finance also requires localities to complete the report on the results of handling public assets within 90 days from July 1, 2025 - the time when the new apparatus officially operates. The report results will be an important basis for comprehensively evaluating the effectiveness of the apparatus arrangement and handling of public assets.

Regarding the issue of some headquarters, although assessed as redundant, Ms. Nguyen Thi Thoa said that it is still possible to transfer them for effective use, such as arranging them for central agencies located in localities or serving other public purposes. Therefore, the review needs to be carried out carefully, flexibly and comprehensively.

"In the coming time, the Ministry of Finance will continue to closely coordinate with ministries, branches and localities to thoroughly handle difficulties, ensuring progress, efficiency and transparency in the process of handling public assets after the apparatus restructuring," said Ms. Nguyen Thi Thoa.
