Sharing at the regular press conference of the second quarter on July 2, the Deputy Director of the Bidding Management Department (Ministry of Finance) said that the Ministry will coordinate with the Ministry of Construction and the leaders of Dong Nai province to review the contents stated in the direction of Deputy Prime Minister Tran Hong Ha related to the inspection of bidding results at the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project (section through the former Binh Phuoc province, now Dong Nai province) and have a detailed report after the review.
In response to the question of what regulations the Ministry of Finance needs to amend to ensure that the selection of investors and contractors is carried out transparently, avoiding "blue and red teams", corruption, waste, etc., a representative of the Bidding Management Department said that the Ministry of Finance has amended many regulations in the Bidding Law. This law takes effect from July 1.
This unit is also drafting decrees and circulars in the direction of decentralizing more to investors, especially simplifying administrative processes and procedures... so that contractors can better access bidding packages. "In particular, we design regular, direct supervision by competent people," he said about the plan to make contractor selection transparent.

The Government Office previously conveyed Deputy Prime Minister Tran Hong Ha's instructions regarding the inspection of bidding results at the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project.
After the announcement of the contractor selection results, Son Hai Group, one of the four units participating in the bidding but being eliminated, sent a request for reconsideration. The Ministry of Finance was assigned to preside over the inspection of the contractor selection process.
However, the report sent on June 19 by the Ministry of Finance was assessed as being behind schedule and the content did not meet the requirements. The content of the report and recommendations were also commented as not reflecting the responsibilities and functions of the State management agency on bidding.
The Deputy Prime Minister assigned an inspection of the capacity and experience of the bid evaluation expert team, but the Ministry of Finance reported that it only inspected the bidding certificates and assigned the project investor to be responsible for the capacity and experience of the members... which is not fulfilling its responsibility.
The Deputy Prime Minister requested the Ministry of Finance to review all bidding documents, assess their compliance with regulations, clarify the capacity, experience and number of members of the expert team, not just based on practice certificates. At the same time, the Ministry must specifically comment on the results of bidding document evaluation, appraisal and approval to ensure accuracy, objectivity, transparency and economic efficiency.
The Ministry of Finance is required to report back before July 5, to avoid delay affecting the project's progress.
